Council Minutes of 6/4/96 <br />Ordinance No. 96-101 was introduced and placed on first reading by Mr. McKay. An <br />.~, <br />ordinance amending Section 171.06 of Chapter 171 of the Administrative Code, entitled <br />"Community Reinvestment," in order to provide a new procedure for the review and tax <br />abatement applications, and declaring an emergency. <br />Ordinance No. 96-102 was introduced and placed on first reading by Mr. O'Grady. An <br />ordinance amending Section 1145.03 of the North Olmsted Zoning Code, entitled "Uses <br />Permitted" of Chapter 1145 entitled "Limited Industry--Industrial Park District" by adding <br />thereto a new subsection (G) entitled "Permitted Buildings and Uses by Conditional Use <br />Permit." <br />MISCELLANEOUS BUSINESS <br />Mrs. Saringer suggested, since Mr. O'Grady's committee was going to examine Mr. <br />Lambert's sewer rate proposal, that a survey be made to determine how many residents <br />have second meters. She feels there are quite a few people who have second meters, and <br />the city would have to determine how to deal with the residents who have already spent <br />the money to install these meters. Mr. McKay commented that this proposal had <br />previously been discussed by Council when the new rates were established. He noted that <br />the Mayor should be able to provide the information to Mr. O'Grady as there had been a <br />reason for not lowering the rates for sprinkling. <br />Mrs. Saringer said that she had been receiving calls from residents about the proposed <br />widening of south Clague Road. She is concerned because Council had sent a letter to the <br />County Engineer expressing opposition to the drastic proposal of a four-lane road that <br />would permit truck traffic. One of the Clague Road residents had a deal for the sale of his <br />home fall through because the prospective buyer called City Hall and was told about the <br />widening proposal. Mayor Boyle explained that the project has been temporarily halted. <br />However, any resident who calls City Hall or the County Engineer would be told about <br />the design because, although it is on hold, it is still active. Council wanted to postpone <br />action on the project, and that has been done. However, changing the project will take <br />legislative action by Council and that has not been done. The Mayor, Service Director and <br />City Engineer have talked to the County Engineer's office about alternatives. The Mayor <br />agreed to set up a meeting with the County Engineer and Council so that a less drastic <br />approach could be discussed. Mayor Boyle commented that the County Engineer would <br />design athree-lane road if that was what Council wanted. Council must understand, <br />though, that should a new design not meet the county requirements, the city would have <br />to pay for the project with no funding coming from the county. <br />Mr. Nashar scheduled a Public Safety, Health and Welfare Committee meeting for <br />6:30 p.m. on Wednesday, June 12, and requested that the Safety Director attend. <br />Mrs. Saringer scheduled a Recreation, Public Parks and Buildings Committee meeting for <br />6:45 p.m. on Wednesday, June 12. <br />7 <br />
