Council Minutes of 5/21/96 <br />voted unanimously to return the Studio Plus proposal to the Planning Commission for <br />=n.,- further consideration. The Council Members present appeared to favor the proposal. <br />b. A proposal by BP Oil to construct a gas station, with limited food, service, at the corner <br />of Stearns Road and Lorain Road. The existing station and mini-mart adjacent to the <br />property will be demolished. BP has taken an option to purchase the convenience store <br />adjacent to the property, which will allow them the choice to rebuild now or after a <br />portion of their land is taken for the proposed Stearns Road widening. On January 23, <br />1996, the Planning Commission referred the BP proposal to the Board of Zoning Appeals <br />with the recommendation that the setback variances and outdoor retail sales variances in <br />the northwest side of the building as per the 1/2/96 pleas be granted. On January 31, <br />1996, the Board of Zoning Appeals approved all of the requested variances with the <br />recommendation that the variances not be subject to the one-year expiration time period. <br />At the Architectural Review Board meeting of March 20, 1996, the plans were approved <br />as presented with the revised landscaping plan to be presented to Mr. Zergott for his <br />approval. This has been done. The BZD Committee approved the proposal. Mr. Musial <br />moved to approve the BP proposal to construct a gas station at the corner of Stearns <br />Road and Lorain Road subject to the recommendations of the Planning Commission, <br />Architectural Review Board and Board of Zoning Appeals and approval by the <br />Engineering Department, the Ohio Department of Transportation and the Cuyahoga <br />County Engineer. The motion was seconded by Mr. Nashar and unanimously approved. <br />c. A proposal to construct an indoor soccer facility at 31515 Lorain Road, which is in an <br />area zoned Limited Industry-Industrial Park. The proposal calls for two soccer fields <br />initially with the possibility of a third field to be added later. There will be bleachers <br />seating about 160 people at each field. A use variance and a variance to allow parking in <br />the front of the facility were required. The Planning Commission and the Architectural <br />Review Board approved the proposal. The Board of Zoning Appeals approved the <br />proposal and approved the use variance allowing the indoor soccer field in the Limited <br />Industry-Industrial Park district. Mr. Musial commented that there seems to be uniform <br />consensus that this kind of facility would be an asset to North Olmsted. The North <br />Olmsted Soccer Organization currently has 900 players in the organization. The BZD <br />Committee approved the proposal. Mr. Musial moved to approve the Soccer Zone <br />proposal to construct an indoor soccer field facility in the Limited Industry-Industrial Park <br />district subject to the recommendations of the Planning Commission, .Architectural Review <br />Board and Board of Zoning Appeals and approval by the Engineering Department. The <br />motion was seconded by Mr. O'Grady. Mayor Boyle commented that the administration <br />believes the facility will be an asset to the community and is very supportive of the <br />proposal. In fact, his former Administrative Assistant was instrumental in bringing the <br />property owner and soccer representatives together. The motion to approve the proposal <br />was unanimously passed. <br />Mr. McKay reported on behalf of Mr. Lind, Chairperson of the Finance Committee: 1) <br />The committee met on Wednesday, May 15.
