Special Council Minutes of 5/9/96 <br />- Ordinance No. 96-66 introduced by Mr. Lind was given its third reading. An ordinance <br />providing for the issuance and sale of $2,470,000 notes, in anticipation of the issuance of <br />bonds, for the purpose of improving certain designated streets in the city's street system <br />by grading, draining, reconstructing the pavement base, widening, constructing, <br />reconstructing and rehabilitating berms, catch basins, curbs, driveway aprons, sanitary <br />sewers and sanitary sewer service connections, sidewalks, storm sewers and water mains <br />and water service connections, installing street lighting and preparing the surface and <br />surfacing and resurfacing, where necessary, in each case together with the necessary <br />appurtenances and work incidental thereto, and acquiring real estate and interests in real <br />estate in connection therewith. Mr. Lind moved for adoption; second by Mr. Musial; <br />motion passed unanimously. Ordinance No. 96-66 adopted. <br />Ordinance No. 96-67 introduced by Mr. Lind was given its third reading. An ordinance <br />providing for the issuance and sale of $200,000 notes, in anticipation of the issuance of <br />bonds, for the purpose of constructing, furnishing, equipping and otherwise improving an <br />addition to the city's police station and preparing and improving the site thereof. Mr. Lind <br />moved for adoption; second by Mr. McKay. Roll call: Lind, yes; McKay, yes; Limpert, <br />no. Mr. Limpert commented that he was not opposed to the addition to the police station. <br />However, he felt it was irresponsible to take the monies from the sale of the old fire <br />station and apply it against old notes for vehicles which are rapidly expiring. He would <br />prefer to apply the funds realized from the sale of the fire station to the police station <br />addition. Mr. McKay said the use of the money from the sale of the fire station had not <br />been determined; indeed, he did not believe it had been discussed by the Finance <br />Committee. Mr. McKay said he felt the money should be used for the Allendale-Carey <br />flooding project, which he feels is a priority since it concerns the- health and safety of <br />residents. A lengthy discussion followed. Mr. Bohlmann commented he felt Council <br />should pass the notes as presented and deal with the proceeds from the sale of the fire <br />station at another time. He suggested, and Mr. Burns agreed, that, if Council wished to <br />do so, the $200,000 to be realized from the sale of the old fire station could be placed in <br />the capital improvement fund and designated for the Allendale-Carey project. Roll call <br />continued: Musial, yes; Nashar, yes; O'Grady, yes; Saringer, yes. The motion passed <br />with six affirmative votes and one negative vote. Ordinance No. 96-67 adopted. <br />Ordinance No. 96-68 introduced by Mr. Lind was given its third reading. An ordinance <br />providing for the issuance and sale of $200,000 notes, in anticipation of the issuance of <br />bonds, for the purpose of improving the city's storm water drainage system by <br />constructing a storm water retention basin and necessary appurtenances thereto. Mr. Lind <br />moved for adoption; second by Mr. Musial; motion passed unanimously. Ordinance <br />No. 96-68 adopted. <br />2 <br /> <br />
