• ~ <br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MAY 8, 1996 <br />Present: Council President Boehmer, Council Members Limpert, Lmd, McKay, <br />Musial, Nashar, Saringer, O'Grady (6:32) <br />Also Present: Mayor Boyle, Law Director Gareau, Clerk of Council Seman <br />Council President Boehmer called the special meeting to order at 6:30 p.m in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />LEGISLATION <br />Ordinance No. 96-52 introduced by Mayor Boyle was given its third reading. An <br />ordinance authorizing and directing the Mayor of the City of North Olmsted to enter into <br />an agreement with Chagrin Valley Engineering, Ltd. to provide engineering services <br />pertaining to drainage improvements for the Allendale-Carey area, and declaring an <br />emergency. Mr. McKay moved for adoption; second by Mr. Lind. Mr. McKay <br />commented that he would like the Finance Committee to look into methods of funding the <br />repairs to the Allendale-Carey area. He suggested the possibility of funding through the <br />street rehabilitation appropriation for 199 with the idea of getting the money back by <br />next year. Mr. Musial said he agreed with Mr. McKay's concept. He visited one of the <br />families in that area, and the people are living under appalling conditions. He will be fully <br />supportive of anything that can be done for this area. Mr. McKay said that he was <br />concerned about the health and safety of the residents. Mr. Limpert suggested that the <br />city require the Butternut Ridge Apartments to decrease its choke outlet or make their <br />retention basin larger. Mr. McKay commented that once a plan is approved and the <br />contractor builds it according to those plans his obligation is complete. Mr. Bohhnann <br />commented that the discharge outlet size had already been reduced soon after the July 15 <br />storm last year. Also, he wished to remind Council that, even if the money for the project <br />was available, it could not be completed in 1996. It is not possible to complete the <br />engineering, go out to bids and award the job in time to start construction this year. Mr. <br />O'Grady questioned whether the contractor had built the apartments according to the <br />approved plans. Mr. Bohlmann said the plans were correct and approved by the city. <br />Mrs. Saringer called for the question. The motion to adopt was passed unanimously. <br />Ordinance No. 96-52 adopted. <br />Resolution No. 96-53 introduced by Mr. Limpert on behalf of Mr. Lind was given its third <br />reading. A resolution authorizing the Director of Public Service to advertise for bids for <br />8,000 tons of salt and authorizing the Mayor to contract for same. Mr. Lind moved for <br />adoption; second by Mr. McKay; motion passed unanimously. Resolution No. 96-53 <br />adopted. <br />~: <br />
