.~ <br />Council Minutes of 4/2/96 <br />~:. 4) The city and the firefighters will meet with the fact-finder tomorrow. An arbitration <br />,~~ case has been set within the next month with regard to the direct deposit grievance <br />brought by the firefighters. <br />5) The Hughes public records case was found in the city's favor. At the Court of Appeals <br />level, the judge preparing the entry did not make it clear that all defendants were dismissed <br />in the case. After notification, the judgment was re-entered on behalf of the city. <br />6) Along with other city officials, met with the State of Ohio Environmental Protection <br />Agency regarding the sewer project in the Georgette area. This project is being done in <br />cooperation with the City of Fairview Park. A loan will be granted through the Ohio <br />Water Development Authority. <br />Finance Director Burns: 1) The city has received notification from Cohunbus of final <br />approval of the Issue 2 grant application for a loan interest subsidy. The grant has been <br />accepted for $321,000. <br />2) Through November, Valley Physicians has billed $90,000 on the EMS billing system, <br />with $10,300 collected. The normal collection process will begin in April and by the end <br />of May collections should equal billings for the month. <br />Mr. Musial, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on Monday, April 1. Present were committee members McKay, Nashar <br />and Musial; Council Members Limpert and Lind; City Engineer Deichmann; Assistant <br />Building Commissioner Rymarczyk. The following items were discussed: <br />a. Beaumont Place proposal to construct 31 cluster units in a C Residential area on <br />property which is located west of the existing Beaumont Drive. This project would <br />require a rezoning. The proposal was heard by the Planning Commission on March 2; <br />and, after extensive discussion, the Planning Commission voted not to recommend <br />rezoning. Presenting the proposal to the BZD Committee were developer Mr. <br />Hammerschmidt, attorney Mr. Gunning and individuals involved with landscaping and <br />architecture. The original plans were modified reducing the number of units to 28 by <br />removing the inner units and placing a park in the middle of the proposed development. <br />There was extensive discussion on this proposal with nine residents expressing their <br />concerns with the cluster development. However, the residents do not object to the <br />construction of single family homes in the area. The committee voted unanimously to <br />uphold the rejection of the rezoning by the Planning Commission. Mr. Musial moved to <br />deny rezoning for Beaumont Place, P. P. Nos. 231-26-012, 015, 089, property located to <br />the west of the existing Beaumont Drive which would be extended for this development, <br />and to maintain the property as C Residential. The motion was seconded by Mr. McKay <br />and unanimously passed. <br />b. Seaman's Furniture, 24869 Lorain Road, a proposal to construct an addition to an <br />existing building. Present were owner Mr. Baker, attorney Mr. Coyne, architects Mr. <br />Mongello and Miss Kemp-Kopco and numerous residents. The proposal has been to the <br />Planning Commission and Architectural Review Board, and both boards made <br />recommendations. With input from the residents, the committee arrived at a satisfactory <br />solution for everyone.
