r <br />Council Minutes of 4/2/96 <br />~.~ construct an addition to the existing building contingent on engineering site plans and final <br />+~ plat plans being furnished to and approved by the Engineering Department and subject to <br />the recommendations of the Planning Commission and Architectural Review Board except <br />as modified as follows: A four (4) foot mounding with a six (6) foot board on board fence <br />on top be provided beginning from the north end of Steffen's property, south to the <br />Seaman's property line, continuing east the full length of Seaman's south property line; the <br />mounding landscaping is to include appropriately sized Austrian pine trees on 20 foot <br />centers on each side of the fence staggered 10 feet apart; the fence only is to continue <br />from the beginning west along Steffen's north property line. (Please see comment of Mr. <br />Skoulis in the Audience Participation section noting that ground cover was also to be <br />included as part of the landscaping on the mounding.) The motion was seconded by Mr. <br />Nashar and unanimously passed. <br />c. Bridgeport development plat and improvement plans. 1VIr. Bloch represented the <br />Bridgeport development and numerous residents were also in attendance. Residents <br />living near this proposed development expressed concern about flooding, potential sewer <br />backup, road damage, traffic, street lighting and soil shifting because of landfill. Extensive <br />discussions took place between City Engineer Deichmann, Council members and the <br />residents. The committee approved the Bridgeport development plat and improvement <br />plans. Mr. Musial moved to approve the Bridgeport development plat and improvement <br />plans subject to the recommendations of the Planning Commission including in particular a <br />six (6) foot fence along the top of the retention Swale, maintaining a fifty (50) foot buffer <br />around the basin, maximizing volume retention capability of the retention basin, in <br />consultation with and approval of the Engineering Department and with egress to the <br />construction site to be determined by the Service Director and with all plat improvement <br />and engineering site plans to be approved by the Engineering Department. The motion <br />was seconded by Mr. McKay and unanimously passed. The committee also strongly <br />recommended that the McCormick Place drainage be temporarily pumped directly to the <br />Lorain Road system. <br />d. Silverdale Plaza, 26324 Lorain Road, proposal to construct a retail building. Presently <br />a restaurant is on the site, which is located between Burger King and Arby's. In <br />attendance were the owner Mr. Georgalis and the architect Mr. Strelau. This proposal <br />seems to be an improvement to the area. There will be no egress to Silverdale and there <br />will be a four (4) foot mansard wrapped on the front and east side of the building to <br />conceal the rooftop units. The committee approved the proposal. Mr. Musial moved to <br />approve the Silverdale Plaza. proposal to construct a retail building at 26324 Lorain Road <br />subject to the recommendations of the Planning Commission and Architectural Review <br />Board, approval of the landscape plan by Mr. Zergott and approval of all necessary plans <br />by the Engineering Department. The motion was seconded by Mr. Nashar and <br />unanimously passed. <br />e. OSV Productions, 24587 Lorain Road, at the corner of Christman Drive. This <br />proposal is to construct atwo-story office building. The construction will be in three <br />phases: construction of the proposed building; renovation of the existing building; <br />construction of an office building on the adjacent lot. The first phase two-story building <br />will be residential in character with a gabled roof.
