Council Minutes of 3/20/96 <br /><~. 3) A bill has been introduced in the State General Assembly that would prohibit cities <br />~~ from imposing a tax upon workers within the city. Last year, $5,829,000 of our income <br />tax came from withholding from employees within the city. This amount represented <br />approximately 69% of the collected income tax. This bill is not expected to make it <br />through the State House of Representatives. <br />4) An explanation of the direct deposit issue is as follows: With the old system a list was <br />prepared, a check was drawn and sent to one bank and the money was allocated to the <br />various individual accounts. Direct deposit was limited to the one bank. When that bank <br />informed the city that the procedure was no longer acceptable, we determined that a <br />computer program would have to be purchased. The city's main frame computer had to <br />be linked with the PC network. This required time for setup and testing. The direct <br />deposit system should be fully operational in about 30 days, and employees will be able to <br />use any bank. <br />Mr. McKay, Chairperson of the Environmental Control Committee: 1) The <br />Environmental Control Committee met in joint session with the Finance Committee on <br />March 11, and Councilman Lind will give the report. <br />2) March 22 is the last day to register for the county pesticide recycling program. <br />3) The county will conduct a phone book recycling program from April 27 through <br />June 30. Collections will take place at 10 Metropark sites. <br />Mr. Musial, Chairperson of the Building, Zoning and Development Committee: 1) Three <br />requests for minor changes have been submitted for review by the committee: <br />a. Denny's restaurant. A proposal to install neon outlines on the roof. This will not be <br />accepted as a minor change and will be sent back to the Planning Commission. <br />b. Ethan Allen furniture store. A proposal to combine awnings and install down lights <br />under the awnings. This will be returned to the Planning Commission for review. <br />c. Rini-Rego, 23100 Lorain Road. A proposal to extend the building 8 feet along the side <br />front and 5 feet in the front, which in essence reduces the driveway to 25 feet. The <br />committee felt this might cause problems for customers who are parking to pick up <br />groceries. This will also be returned to the Planning Commission. <br />Mr. Lind, Chairperson of the Finance Committee: 1) A joint meeting of the Finance and <br />Environmental Control Committees was held at 7:30 p.m, on March 11. In attendance <br />were Council Members Lind, McKay, Musial, O'Grady, Limpert and Nashar; Finance <br />Director Burns; Service Director Bohlmann. The following legislation was discussed: <br />a. Resolution 96-43, which authorizes and directs the Mayor to submit and seek financial <br />assistance from the Ohio EPA for funding of the Georgette Avenue sanitary and storm <br />sewer improvement project. Total cost of the project is $1.6 million. In 1995, $300,000 <br />was appropriated and will be applied to the total construction cost. The City of Fairview <br />Park will share in the cost, contributing approximately $600,000. North Ohnsted's share <br />of approximately $1,000,000 is included in the amounts under consideration for capital <br />ate, <br />improvements.
