Council Minutes of 3/20/96 <br />m b. Ordinance 96-44, which authorizes and directs the Mayor to enter into an agreement <br />~~~ with Malcolm Pirnie, Inc. to provide engineering services pertaining to the development of <br />a supervisory control and data acquisition system for the Wastewater Treatment Plant and <br />sanitary sewer system as required by the Ohio EPA. Total engineering costs are expected <br />to be approximately $21,000. This project, required by the EPA for 1997, will provide for <br />a complete measuring and reporting system for all lift stations. It is possible that a grant <br />from the EPA will help to defray costs. Both committees approved the legislation. <br />2. A Finance Committee meeting was held immediately following the joint committee <br />meeting. The same individuals were in attendance. The following legislation was <br />discussed: <br />a. Ordinance 96-45, which authorizes and directs the Mayor to enter into an agreement <br />with Western Reserve Engineering & Surveying Company to provide construction <br />observation services for various 1996 capital improvement projects: This contract will <br />provide for two or three additional engineering inspectors who will be under the direction <br />of the city. Approximate costs are $10,000 to $20,000. These additional costs will <br />ultimately be charged to the contractor for each job. The committee approved the <br />legislation. <br />b. Ordinance 96-46, which amends several sections of the Codified Ordinances regarding <br />cemetery rates. In the past, costs to the city have exceeded prices charged. The new rates <br />reflect actual costs plus 10% and will provide for annual upkeep of stones and grave sites. <br />An annual cemetery maintenance amount of $25,000 will be included in current and future <br />appropriations. The committee approved the legislation. <br />Mrs. Saringer, Chairperson of the Recreation, Public Parks and Buildings Committee: 1) <br />The committee attended the Parks & Recreation Commission meeting held on March 13. <br />Representatives from the North Olmsted Softball Association were also in attendance. <br />NOSA is requesting the installation of lights on diamond number 4 behind the Community <br />Cabin. The lights were in the original master plan for the park. The representatives also <br />noted that there is a lack of baseball fields, and every year five to fifteen teams are turned <br />away. However, teams with a majority of North Olmsted residents are given priority. <br />Other items discussed included the benefits of turf versus dirt fields and the need for a <br />retention pond to provide help to Canterbury Road residents with drainage problems. A <br />committee meeting with the Service Director and City Engineer will be held to discuss the <br />drainage issue. The Recreation Department will need to purchase the following equipment <br />this year: a Zamboni, a tractor and apick-up truck. The possibility of converting the pro <br />shop space into a more lucrative use, such as aerobics, was discussed. <br />2) The Easter Open House will be held from 1 to 4 p.m on Sunday, March 24. The event <br />is open to the community free of charge.
