Council Minutes of 3/20/96 m b. Ordinance 96-44, which authorizes and directs the Mayor to enter into an agreement ~~~ with Malcolm Pirnie, Inc. to provide engineering services pertaining to the development of a supervisory control and data acquisition system for the Wastewater Treatment Plant and sanitary sewer system as required by the Ohio EPA. Total engineering costs are expected to be approximately $21,000. This project, required by the EPA for 1997, will provide for a complete measuring and reporting system for all lift stations. It is possible that a grant from the EPA will help to defray costs. Both committees approved the legislation. 2. A Finance Committee meeting was held immediately following the joint committee meeting. The same individuals were in attendance. The following legislation was discussed: a. Ordinance 96-45, which authorizes and directs the Mayor to enter into an agreement with Western Reserve Engineering & Surveying Company to provide construction observation services for various 1996 capital improvement projects: This contract will provide for two or three additional engineering inspectors who will be under the direction of the city. Approximate costs are $10,000 to $20,000. These additional costs will ultimately be charged to the contractor for each job. The committee approved the legislation. b. Ordinance 96-46, which amends several sections of the Codified Ordinances regarding cemetery rates. In the past, costs to the city have exceeded prices charged. The new rates reflect actual costs plus 10% and will provide for annual upkeep of stones and grave sites. An annual cemetery maintenance amount of $25,000 will be included in current and future appropriations. The committee approved the legislation. Mrs. Saringer, Chairperson of the Recreation, Public Parks and Buildings Committee: 1) The committee attended the Parks & Recreation Commission meeting held on March 13. Representatives from the North Olmsted Softball Association were also in attendance. NOSA is requesting the installation of lights on diamond number 4 behind the Community Cabin. The lights were in the original master plan for the park. The representatives also noted that there is a lack of baseball fields, and every year five to fifteen teams are turned away. However, teams with a majority of North Olmsted residents are given priority. Other items discussed included the benefits of turf versus dirt fields and the need for a retention pond to provide help to Canterbury Road residents with drainage problems. A committee meeting with the Service Director and City Engineer will be held to discuss the drainage issue. The Recreation Department will need to purchase the following equipment this year: a Zamboni, a tractor and apick-up truck. The possibility of converting the pro shop space into a more lucrative use, such as aerobics, was discussed. 2) The Easter Open House will be held from 1 to 4 p.m on Sunday, March 24. The event is open to the community free of charge.
