Council Minutes of 3/20/96 <br />Mr. Nashar, Chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />~~~ committee met this evening, and in attendance were Mr. O'Grady, Mr. Limpert, Mr. Lmd, <br />Mr. McKay, Mr. Nashar and Safety Director Kasler. The committee discussed a request <br />from the Safety Director regarding the "No Right Turn on Red" sign on Maple Ridge <br />Road at Claque Road. The Safety Department is asking that this sign be removed <br />temporarily during the construction on Claque Road. The Safety Committee had no <br />objections and the Safety Director will prepare legislation with recommendations from the <br />Police Department. <br />Mr. Musial gave a report for the Long-Range Planning Committee on behalf of <br />Chairperson Thomas O'Grady: 1) The committee met on March 12, and in attendance <br />were Mr. Lind, Mr. Nashar, Mr. Limpert, Mr. McKay, Mr. Musial and Finance Director <br />Burns. Prior to the meeting, Mr. O'Grady had requested input from Council Members as <br />to what information they would like to see reflected in reports from the Finance <br />Department. The suggestions discussed were as follows: <br />a. A monthly report should be prepared for Council that informs them of significant <br />variances of actual expenditures to budget amounts. Mr. Burns concurred that this is a <br />meaningful report and would inform Council of programs going off course. The first <br />monthly report will be issued on April 15. <br />b. Along-term debt amortization schedule should be provided to Council. Mr. Burns <br />indicated this would allow Council to see future debt service requirements and the impact <br />on resources. This report has akeady been provided to Council. <br />c. A schedule of current year and future year, 21 years out, borrowable dollars should be <br />given to Council at the beginning of each year. After discussion, it was decided the <br />timeframe would be more meaningful by limiting the schedule to 10 years. This report <br />should be available by March 31. <br />d. A report indicating what liabilities need to be funded will be provided to Council by <br />April 15. Also included will be a list of projects that are "on the drafting board." <br />e. A request for a graphic presentation of budgeted items to actual expenditures cannot be <br />done with our current software package. <br />AUDIENCE PARTICIPATION <br />Mrs. Kauffman, 4949 East Park Drive, spoke about the problems she and her husband are <br />encountering because of an 18-inch storm sewer which runs underneath their home. <br />After the Kauffman's purchased the home in 1991, they found out that the storm sewer <br />was there and had been installed many years ago without recorded easements. Water from <br />Porter, Mill and Lorain Roads drains through this pipe. The Kauffmans have been <br />negotiating with the city for four years with no resolution. They cannot sell, refinance or <br />add on to their home. In 1981, previous owners complained of flooding in the backyard <br />and the presence of a pipe but nothing was done. In July 1993, videotaping of the pipe <br />showed extensive broken pipe and many tie-ins. The city recommended replacement of <br />the pipe, but that has not yet been done.
