Council Minutes of 2/6/96 <br />,; these improvements, and these upgrades have become priority for 1996. The George S. <br />°4~ Rider Company was not the low bidder but was judged to be the better qualified. The <br />Finance Committee recommended approval. <br />2) The Finance Committee met on January 1S. In attendance were committee members <br />Lmd, Musial and McKay; Council Members Nashaz and Limpert; Finance Director Burns; <br />Service Director Bohlmann; City Engineer Deichmann. The following items were <br />discussed: <br />a. Ordinance 96-1, which is a 3 5 % tax abatement request. The amount of the tax <br />abatement is approximately $9,000 per year. The city will share income tax revenues with <br />the school system in order to mitigate the loss of property taxes. The committee <br />recommended approval. <br />b. Ordinance 96-10, which authorizes the expenditure of $1.2 million over two years for <br />slab repair. Two of the areas which will benefit from this program are Forest Ridge and <br />Danberry Drive. The committee recommended approval. <br />c. Ordinance 96-22, which authorizes a contract with Malcolm Pirnie to provide services <br />necessary to prepare a sludge disposal activities report for 1996. In addition, the $12,000 <br />contract price will provide the software and training required to prepaze this report in- <br />house for the next four years. The committee recommended approval, and the legislation <br />was passed at the last Council meeting. <br />Mr. Lind, Chairperson of the Finance Committee: 1) The committee met jointly with the <br />Streets & Drainage committee on January 22. The following items were discussed: <br />a. Ordinance 96-12, which authorizes the payment for the removal of the bike path from <br />the Crocker-Stearns extension. Although the city never formally requested the bike path <br />be removed, Howard, Needles, Tammen and Bergendoff did remove the path. The <br />company is now asking for payment for services rendered but not authorized by the city. <br />In 1992, and currently, the homeowners of Pheasant's Walk-Quail Run and Forest Ridge <br />strongly expressed their feelings that the path be removed. The city honored this request <br />in 1992 and asked for a proposal from the County Engineer to remove the bike path. <br />Even though the city did not formally authorize the work, it has been done. The Finance <br />Committee recommended approval of Ordinance 96-12. <br />b. Ordinances 96-11 dealing with sanitary sewer rehab and Ordinance 96-13 dealing with <br />the Brookpark drainage system. The committee recommended approval of both <br />ordinances. <br />2. The Finance Committee met on January 22 to discuss Ordinance 96-21. This <br />legislation establishes the organization and composition of the non-uniform part-time <br />personnel of the Police Department. The wage increase is the same as established for <br />other employees. The committee recommended approval. <br />,. <br />4 <br />
