Council Minutes of 11/18/97
for the Rec Center roof which has to be done in 1998. The roof is 20 years old and it is
'~ becoming a safety issue. There was some discussion about whether it would be better to
have an engineer look at the overall picture and then do one project at a time. The matter
will be taken up again at a future meeting.
Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The
Safety Committee met on November 11. Present were committee members Limpert,
O'Grady and Nashar; Councilmen McKay, Musial and Lind; Directors Bohlmann, Kasler
and Burns; Chief of Police Viola; City Engineer Deichmann; Finance Director-elect
Copfer; Councilman-elect Mike Gareau Jr. and six residents from Virginia Avenue.
Agenda items were as follows:
a. Ordinance 97-100 which authorizes the installation of stop signs in the Bridgeport
subdivision. The stop signs will be located at Maple Ridge and Sharon Drive, Woodview
and Bridgeport, the entrance into Maple Ridge at Bridgeport and at the south end of the
cul-de-sac. The committee recommended approval.
b. Noise complaints coming from boom boxes and car stereos. Chief Viola noted that the
city does have an ordinance pertaining to sound decibels which requires the use of a sound
meter. Chief Viola and the Safety Committee recommended that this ordinance be
amended and simplified by changing the sound decibel standard to excessive noise level up
to a distance of 50 feet. This would allow the police to issue a citation for noise coming
from car radios or boom boxes that are a nuisance to the residents in the neighborhoods.
c. Residents who live on Virginia Avenue near the Claque Road curve are concerned
because drivers have been going around school buses when children are being picked up
and dropped off. Chief Viola said that he would take immediate action. Police cars will
be in the area mornings and afternoons for the next few weeks and periodically thereafter.
Mr. Nashar wished everyone a happy Thanksgiving.
LEGISLATION
Resolution No. 97-95 introduced by Mr. Nashar on behalf of Mayor Boyle and the entire
Council was given its third reading. A resolution authorizing the Mayor to enter into a
contract with the Cuyahoga County General Health District for the year 1998, and
declaring an emergency. Mr. Nashar moved for adoption; second by Mr. Limpert; motion
passed unanimously. Resolution No. 97-95 adopted.
Ordinance No. 97-96 introduced by Mr. Lind on behalf on Mr. Musial was given its third
reading. An ordinance accepting for dedication the Bridgeport Village Subdivision which
includes Maple Ridge Road (west extension), Sharon Drive (east extension), Woodview
Drive (east extension) and Bridgeport Drive (entirely), in the City of North Olmsted.
