Council Minutes of 11/5/97 <br />5) A press release regarding Parcel E indicated that Mr. Biskind intends to go forward <br />with his plan to rezone the parcel. We are already in court anticipating that, and an <br />appraiser has been hired to act as an expert witness. Also, the Law Department is in the <br />process of hiring a city planner to present evidence consistent with the law that Mr. <br />Biskind is not entitled to a declaratory judgment declaring the city ordinance <br />unconstitutional. <br />6) Notice has been received regarding the intent to negotiate with respect to the FOP <br />contract which expires on December 31, 1997. <br />Finance Director Burns: 1) On first reading tonight is Ordinance 97-101, which is the <br />rollover of the $150,000 notes that were issued for the fire squad. The rollover is for <br />$100,000 with a $50,000 pay-down on the principal for this year. Three $50,000 <br />payments will be made to satisfy that note. <br />2) Yesterday the budget hearing was held with the County Budget Commission. The <br />resolution to set the property rates will be on the next Council agenda. The increase in the <br />assessed valuation was approximately 8.6%, and the tax budget passed in July had <br />projected a 15% increase. This difference will cause a reduction in the monies collected <br />from what was anticipated. <br />Mr. Musial, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met this evening at 7:30 p.m. In attendance were committee members McKay, <br />Nashar and Musial and all Council Members. Ordinance No. 97-96, the acceptance of the <br />dedication for the Bridgeport Village subdivision, was discussed. The general consensus <br />of the committee was that the ordinance would be recommended for approval following <br />the performance of the required items as determined by the Engineering Department. At <br />this time, there are items which have not been completed so the committee will not <br />recommend approval of the legislation. <br />Mr. Lind, Chairperson of the Finance Committee: 1) The committee met at 7 p.m. this <br />evening. Present were committee members McKay and Lind, Council Member Nashar <br />and Finance Director Burns. Ordinance 97-95, which deals with the contract for health <br />department services for 1998, was briefly discussed. As a copy of the contract was not <br />available, the recommendation for approval will be made at a later time. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />committee met this evening and discussed the following items: <br />a. The proposed assignment of a liquor agency contract for A Beverage, Inc., DBA <br />Minotti's Great Northern Wine Shop, 25911 Great Northern Shopping Center. The <br />committee had no objection. Mr. Limpert moved for approval; second by Mr. O'Grady; <br />motion passed unanimously. <br />b. Ordinance No. 97-98, which authorizes the installation of no parking signs on the <br />southeast end of Summerland Avenue and Virginia Avenue. The parking prohibition is <br />needed to allow access to the cul-de-sacs by city snow plows. The committee <br />recommended approval. <br />2 <br />.~.,.._rt, _ ....,.~..~ . ,. ,.. ..,._ <br />
