Council Minutes of 10/21/97 <br />~~„ Developer's Diversified. He has spoken to a representative of the company who stated <br />that the company hopes to recycle and not to rezone. <br />Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met as Council-as-a-Whole on October 14 <br />to discuss Resolution 97-90. In attendance were Council Members O'Grady, Musial, <br />Saringer, Lind, Nashar and McKay; Administrative Assistant Hensal; Service Director <br />Bohlmann. Representing the speaker's bureau of the Committee to Defeat Issue 2 was <br />Ben Moralia; speaking for the Cleveland AFL-CIO was John Ryan. The discussion <br />revealed that there is room for improvement within the current worker's compensation <br />laws, especially as they affect small and medium business owners. However, the proposals <br />that are outlined in SB 45, although they do some good, do a great deal more harm. <br />Following the discussion, a brief committee meeting was held at which time the committee <br />members voted to recommend passage of Resolution 97-90. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />committee met on October 14. In attendance were committee members O'Grady and <br />Nashar; Council Members McKay, Musial and Saringer; Service Director Bohhnann and <br />Finance Director Burns. The committee discussed Ordinance 97-89, which authorizes the <br />installation of a "No Right Turn on Red" sign to be located at Cedar Point Road and <br />Valley Parkway. Because there currently is no traffic signal at this location, the committee <br />recommended that the legislation be held in committee for further review. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met on <br />Monday, October 20. Invited guests were Paul Alsenas, Director of the Cuyahoga County <br />Planning Commission, and Claire Kilbane, a member of the Planning Committee also and a <br />representative for the County Commissioners. Council Members present were <br />Councilmen Lind, McKay and Nashar. The committee discussed Resolution 97-93, a <br />resolution supporting the upgrading of I-71 from four to six lanes between Route 18 in <br />Medina County to Route 42 in Cuyahoga County. Mr. Alsensas and Ms. Kilbane gave a <br />report of the project from the beginning to date. ODOT starting talking about this project <br />in 1990 and 1992. NOACA joined in and required that prior to approval of the project a <br />number of studies should be made. The studies include looking at the capacity now and <br />the projected use for 20 years in regard to the cities in Medina and Cuyahoga County, a <br />study of the entrances and exists, a study for the environmental impact and the impact on <br />each county, the necessity for it being now and in the future. These studies have not been <br />completed. The repair of I-71 as is would cost $35 million, and the expansion of one lane <br />each way would cost an additional $30 million. Because the studies are not complete, the <br />committee recommended that the resolution be tabled. <br /> <br />4 <br /> <br />
