Council Minutes of 10/21/97 <br />;~ AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane, spoke in opposition to the Charter amendment, Issue <br />40. Mr. Lambert believes that the amendment will take away the rights of individuals to <br />choose who their utility providers will be in the future. Mr. Lambert said that once <br />amendments are affixed in the Charter, they are very permanent. Although this Council <br />may have had the best intentions in passing the issue and sending it to the ballot, it is a <br />good possibility that other people along the way might find other uses for it. He does <br />believe that collective bargaining is a good idea, but in this case he feels it will be a good <br />idea for the winning utility who gets the "thumbs-up" from the administration and Council. <br />As a point of clarification, Mayor Boyle commented that the Charter amendment, Issue <br />40, does not take away the power of individual homeowners to negotiate their own utility <br />rate. The amendment allows the city to negotiate a utility rate. It would then have to go <br />before Council for an ordinance. In no way does it prohibit residents from negotiating <br />their own rate. <br />LEGISLATION <br />Ordinance No. 97-81 introduced by Mayor Boyle was given is third reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Polytech, Inc. to provide engineering services for the design of the Brookpark Road <br />rehabilitation Phase I and declaring an emergency. Mr. Lind moved for adoption; second <br />by Mr. McKay; motion passed unanimously. Ordinance No. 97-81 adopted. <br />Resolution No. 97-83 introduced by Mr. Musial on behalf of Mr. Lind was given its <br />second reading. A resolution authorizing the Director of Public Service to advertise for <br />bids for 5,000 tons of asphalt and tack coating of city streets, and authorizing the Mayor <br />to contract for same, and declaring an emergency. <br />Resolution No. 97-84 introduced by Mr. Musial on behalf of Mr. Lind was given its <br />second reading. A resolution authorizing the Director of Public Service to advertise for <br />bids for 2,000 tons of stone for various Service Department needs, and authorizing the <br />Mayor to contract for same, and declaring an emergency. <br />Resolution No. 97-85 introduced by Mr. Musial on behalf of Mr. Lind was given its <br />second reading. A resolution authorizing the Director of Public Service to advertise for <br />bids for pulva-mixing on various streets in the City of North Olmsted, as per specifications <br />now on file in his office, and authorizing the Mayor to contract for same, and declaring an <br />emergency. <br />Resolution No. 97-86 introduced by Mr. Musial on behalf of Mr. Lind was given its <br />second reading.
