Council Minutes of 9/16/97 <br />be forwarded to the Cleveland Water Department for review and determination if other <br />homes have been dropped from the list. <br />,:r; <br />3) As a public information service, drivers should be advised to pull up to the street <br />stopbars in order to activate the sensors in the city's new signalization network. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met on <br />Tuesday, September 9. In attendance were committee members Nashar, Lind and McKay; <br />Mayor Boyle; Councilmen Musial and Limpert; Service Director Bohlmann; Finance <br />Director Burns. The committee discussed Ordinance 97-44 which will control treelawn <br />and apron maintenance in commercial and multi-family districts. Treelawns and aprons <br />must be kept clean of litter, debris and be free of safety hazards. Both require repair if the <br />level is below or above two inches in height to the surrounding aprons, curbing or <br />treelawns. Also, damage to curbing done during installation of a new apron must be <br />repaired. The committee recommended approval. <br />Mr. Lind, Chairperson of the Finance Committee: 1) The Finance Committee met <br />September 9 at 7:20 p.m. Present were committee members Musial, McKay and Lind; <br />Council Members Limpert and Nashar; Mayor Boyle; Finance Director Burns; Service <br />Director Bohlmann. The following items were discussed: <br />a. Ordinance 97-67, which is the Cablevision lease. The final version has not been <br />completed so the ordinance will be held in committee. <br />b. Ordinances 97-74 and 97-75, which were basically funding sources for the Economic <br />Development Fund. Both ordinances have been amended. Ordinance 97-74 provides for <br />25% of the down payment to go into the Economic Development Fund and 75% to <br />Recreation. The reference to all future antennas was eliminated and each antenna will be <br />considered on its own merits. Ordinance 97-75 increases the amount of the income tax <br />that will go to Economic Development from 2 1/2 to 5% of the abated amount of the <br />receipt of taxes based on the abatement for the life of the abatement. Section 4, the <br />emergency clause, was deleted. The committee recommended approval of both ordinances <br />as amended. <br />c. Ordinances 97-78 and 97-79, both of which will be tabled this evening. Ordinance <br />97-78 addresses the receipt of rents from Cablevision over the life of our current lease <br />with them. Instead of going into the Recreation Fund, the receipts have been going to the <br />General Fund. The committee, after some discussion, determined that this procedure <br />should continue. All future receipts from Cablevision will be going into the General Fund. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />Safety Committee met this evening. Present were Safety Director Kasler, committee <br />members O'Grady, Limpert and Nashar; Council members Lind, Saringer and Musial. The <br />committee discussed Ordinance 97-71, which pertains to the section of the Business <br />Regulation Code entitled "Secondhand Dealers" in order to further regulate unattended <br />donations made to secondhand dealers.
