Council Minutes of 9/2/97 <br />with computer dispensing and card control of the fuel dispensing. The cost is <br />approximately $20,000 for both facilities. The committee recommended approval. <br />c. Ordinance 97-64 which deals with an agreement with Polytech Inc. to provide <br />engineering services for the enclosure of the wet well at the Dover Lift Station. We have <br />$100,000 available from the Wastewater Treatment Plant Capital Improvement Fund and <br />the engineering is anticipated to be done in 1997 and completion of the project in 1998. <br />The committee recommended approval. <br />d. Ordinance 97-67 which has to do with the lease for Cablevision at the Recreation <br />Center. This legislation is being held in committee pending some further information to be <br />received from Cablevision. <br />2) The Finance Committee also met on August 26. Present were committee members <br />Musial, McKay and Lind; Council members Limpert, O'Grady and Nashar; Safety <br />Director Kasler; P & A Director Wilamosky; Finance Director Burns. The following items <br />were discussed: <br />a. The Cablevision lease agreement. Some of the details were presented, but we are still <br />waiting for information to come back from Cablevision. The legislation will be held in <br />committee. <br />b. Ordinance 97-72 which has to do with the State Issue 2 Infrastructure Bond Program. <br />There was little discussion as the funds are in the form of interest free loans and/or cost <br />free funds. The committee recommended approval. <br />c. Ordinances 97-74 and 97-75 which have to do with the Economic Development Fund <br />and the sharing of revenues from the AT&T antenna. We were waiting for some <br />information which has now been received. The committee will take some time to digest <br />this information and another meeting will be held in the near future. <br />Finance Director Burns noted that Greater Cleveland Regional Transit Authority has also <br />provided some of the engineering for the removal of the storage tanks. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The city <br />Traffic Engineer, Larry Griffith, has responded to two no parking issues on Cambridge <br />Drive and W. 231 Street. The first issue concerned Cambridge Drive between Christman <br />Drive and Surrey Drive. Mr. Griffith noted that Cambridge Drive is a 25 mile an hour <br />residential street serving connectors between Christman, Surrey and Brighton Drives. <br />Parking is currently prohibited on the north side, which is the fire hydrant side. The Police <br />Department has no record of accident problems in this area nor in any other of the <br />approximately 20 areas where similar situations exist. Mr. Griffith concluded that he saw <br />no need for additional parking restrictions for safety reasons on the south side of <br />Cambridge Drive. The second no parking request on W. 231 Street was brought to the <br />committee by Councilman O'Grady. Mr. Griffith and Assistant Fire Chief Bill Smith <br />investigated this request. They noted that W. 231 is an uncurbed asphalt street, 19 feet <br />wide, with drainage ditches on both sides. Parking is currently prohibited on the west <br />side, which is the fire hydrant side. There are 9 no parking signs along the west side of the <br />street. Parking on one side of the street could possibly slow the response time for the Fire <br />5 <br /> <br />
