Council Minutes of S/19/97 <br />be 800 square feet. As the administration has said before, the western suburbs are on an <br />upturn in office use and office demand. The vacancy rate is at 14.82%. It had been at <br />17.4%. The Mayor feels the Grubb & Ellis report supports the administration's theory <br />and stand that office space in the western suburbs is at premium, that it is in demand right <br />now and that we need as much space as possible. Offices help to stabilize our economy <br />and takes us off of downturns that might happen in the retail industry. Office industry is <br />much more stable. As Mrs. Jurgens mentioned in referring to "big box" retailers, you can <br />lose large volumes of space when one retail company moves out. But that doesn't <br />necessarily happen in office space. It is important for us to stabilize our economy through <br />diversity, and that is what this city tried to do when it rezoned Parcel E to office space and <br />has been trying to do as it has maintained that zoning. The administration does support <br />the residents, and the Council has been on record as supporting the residents. <br />LEGISLATION <br />Ordinance No. 97-57 introduced by Mr. O'Grady was given its third reading. An <br />ordinance amending Section 1135.02 of the Zoning Code entitled "Accessory Uses and <br />Buildings" of Chapter 1135 entitled "One and Two Family Residence District." Mr. <br />O'Grady moved for adoption; second by Mr. Musial; motion passed unanimously. <br />Ordinance No. 97-57 adopted. <br />Ordinance No. 97-52 introduced by Mayor Boyle was given its second reading as <br />amended. An ordinance providing for the submission to the electors of the City of North <br />Olmsted of an amendment to Article XI of the Charter of the City of North Olmsted to <br />provide for aggregate and collective bargaining for conjunctive electric service and other <br />similar aggregated utility plans, and declaring an emergency as amended. Mr. O'Grady <br />moved for suspension of the rules requiring three readings; second by Mr. Musial; motion <br />passed unanimously. Mr. O'Grady moved for adoption; second by Mr. Musial. Roll call: <br />O'Grady, yes; Musial, yes; Saringer, yes; Nashar, yes; McKay, yes; Limpert, no, with <br />explanation: "It's my understanding that this is a trial period that we have two years to act <br />on. And I had concerns about the reliability of service we would get. So much of our <br />flooding problems we have put millions of dollars into, but it still needs electricity to run <br />the sump pumps. So I vote no at this time." The motion passed with five affirmative <br />votes and one negative vote. Ordinance No. 97-52 adopted. <br />Resolution No. 97-60 introduced by Mr. Musial was given its second reading. A <br />resolution authorizing accepting for recording purpose only the Vienna Woods <br />Subdivision No. 4 plat in the City of North Olmsted. <br />Resolution No. 97-61 introduced by Mr. McKay was given its second reading.
