Council Minutes of 8/19/97 <br />a. The concerns of the auditors regarding Springvale. Mr. Dolansky and Mrs. Kasler <br />presented detailed information to ali the committee members. Significant procedural <br />changes have been in place since Mr. Dolansky took over the operation of Springvale, <br />which increased the efficiency of the entire operation. It took several months to train <br />people and past practices were not appropriate or accurate for a municipally owned <br />facility. Many changes were made and were necessary, not only for efficiency, but more <br />importantly, for accountability. The State Auditors are now satisfied. <br />b. Ordinance 97-67, which authorizes the Mayor to enter into an agreement with <br />Cablevision for the purpose of renewing a lease of land from the city Recreation complex <br />for aone-year term. The committee had no objections to the legislation. <br />2) The Recreation Commission met on August 13. The following items were discussed: <br />a. The meeting with the residents about Claque Park and the renovation plans. The <br />commission voted to prioritize the suggestions for improvements that were made at that <br />meeting. The Recreation Commission voted for the improvements in this priority: <br />1. Rest room facilities; 2. Shelter house; 3. A walking path around the park perimeter. It <br />was suggested that a motion alarm be installed on the rest room facility. It was also <br />suggested that the possibility of using shredded tires for the walking path be explored. <br />The commission wants to see revenue from the monopole to stay within the park system, <br />with Claque Road Park having priority. <br />b. The ice rink opened on Monday. The grant application for a new roof is proceeding <br />well. There hasn't been much success with the food concession--ways to make it <br />profitable are being researched. <br />c. If all work is completed and weather permitting, on Saturday, October 1 S, 11:30 to <br />1:30, will be the re-grand opening of Claque Park. <br />d. The income statement and the revenue and expenditures were reviewed and found to be <br />right on target. <br />e. The Halloween Open House will be held from 5 p.m. to 7 p.m. on October 25. <br />Mr. Musial asked if the costs for the improvements to Claque Park were known. Mrs. <br />Kasler said she would provide the costs. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />Safety Committee met on August 12. Present were Safety Director Kasler; Police Capt. <br />George Ruple; committee members Limpert, O'Grady and Nashar; Service Director. <br />Bohlmann; P & A Director Wilamosky; Council Members Musial, Lind, Saringer and <br />McKay; Finance Director Burns. The following items were discussed: <br />a. Ordinance 97-65, which is the installation of a stop sign on Ranchview at the <br />intersection of Timber Cove. This sign would be placed on the northbound side on <br />Ranchview. The committee recommended approval. <br />b. Two street locations for no parking--Cambridge Drive and W. 231. City Traffic <br />Engineer Larry Crriffith has been asked to review and give a legal traffic opinion on these <br />two locations.
