Council Minutes of 8/19/97 <br />street. On Cambridge Drive, the no parking would be on the curve on Cambridge just <br />~. west of Christman Drive. The committee is awaiting the review from Larry Griffith. <br />Mr. Nashar wished Community Council good luck with this weekend's Homecoming. <br />Mr. Limpert, Chairperson of the Transportation Committee asked for an update from the <br />Service Director on the traffic signalization and resignalization of Lorain Road. Mr. <br />Bohlmann said that Perram Electric, the contractor for the State of Ohio, is currently <br />working on traffic signalization of Lorain and Stearns, Clague and Brookpark, McKenzie <br />and Lorain, Whitethorn and Lorain. Those are the last four intersections where traffic <br />signals need to be installed. What has taken so long was delay and delivery of poles and <br />some modifications to the traffic poles themselves. We also have left approximately 40 <br />handicap ramps to install in different areas along Lorain Road and other streets plus some <br />additional sidewalk and curbing that was torn up that has to be replaced. Also, some <br />additional wooden poles that are standing have to be removed. We removed somewhere <br />in excess of 30 at this point in time, and there are another dozen or so to be removed, <br />which will help the esthetics of Lorain Road. Of course, the removal of all the overhead <br />wiring has helped the esthetics quite a bit. The new completion date is September 10 of <br />this year. After the job is complete, we will be tinkering around with the traffic <br />movements in the various locations probably for a number of months, via the computer. <br />On a recent Saturday afternoon about 1:30 p.m., Mr. Bohlmann drove from the west end <br />of the city starting at Timber Trails to the eastern city line in only 13 minutes. This is a <br />vast improvement! Mr. Nashar asked when the work area at Lorain and Wedgewood <br />would be cleared, and Mr. Bohlmann said that would also be completed by September 10. <br />On another matter, Mr. Bohlmann noted that last Saturday morning .7 of an inch of rain <br />fell in a half hour's time and then another 1.6 inches fell in the afternoon. There were no <br />portable pumps on the streets, and the system worked very well. Because of a power <br />outage on the east end of town, pumps were sent to the Westchester/Olrnsted Oval area to <br />help residents who have sump pumps. The extent of the flooding problems was one <br />flooded garage drain. <br />Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on August 12 at 6:30 p.m. Present <br />were committee members O'Grady, Musial, Lind; Council Members McKay, Nashar and <br />Limpert; Law Director Gareau; Finance Director Burns; Administrative Assistant Hensal; <br />resident Dennis Lambert; Mayor Boyle; Safety Director Kasler. The committee discussed <br />the following items: <br />a. Ordinance 97-52, a Charter amendment which deals with the city acting on behalf of <br />the residents in the role of collective bargainer with utility providers. No resident would <br />be required to take part in this program if they chose not to. The ordinance simply puts in <br />place a mechanism whereby the city can act as a collective bargainer to bargain for all the <br />residents of the City of North Olmsted for lower utility rates. With those understandings, <br />the committee recommended approval of Ordinance 97-52. <br />a~ <br />~,Y~ <br />6 <br /> <br />
