Council Minutes of 8/19/97
fairway, or it actually covers part of the sandtrap, on the 1 lth hole. According to maps
,:.~.
.~,, that he has seen of the city, it is part of the parcel that we know as the golf course. His
question to city officials is: when was that parcel excluded from the golf course property?
If it was excluded, as an adjoining property owner, shouldn't he have been notified? If it
was split off, and the sandtrap is owned by the DeLorenzos, do we have permission to use
that sandtrap? Mayor Boyle said he did not know the answer and that he would have to go
to the Engineering Department and take a look at it. Mr. Bradford said he had a copy of
the map. Mayor Boyle asked how Mr. Bradford came to the assumption that the sandtrap
is in the DeLorenzo property? Mr. Bradford said his conclusion was based upon the
stakes they have on the property. Safety Director Kasler said she did not have an answer
to Mr. Bradford's question which he had posed to her just yesterday. She does know that
the stakes are out there, and has asked Mr. Dolansky to go out there and look. She does
not have an answer yet. Mayor Boyle said if they have stakes out there and we believe
they are on our property, which obviously we do, we will go through our Engineering
Department and get that answer. It's not something that can be done quickly, but we will
do it and notify Mr. Bradford. Mrs. Kasler said the process had already begun. Service
Iirector Bohlmann commented that when the city looked at the appraisal of Springvale
property, there were four parcels of land that were marked off in yellow--A, B, C and D.
A was off of John Road. B is the parcel that Mr. Bradford is speaking about. C was on
the north side towards Butternut Ridge Road. The last parcel was on Canterbury Road
where the one house exists. He is positive that a boundary survey was completed and
those parcels were split off of the property that was purchased. He believes it has been
totally recorded with the county. He does know there are boundary stakes there. He did
see them, and it does appear that maybe we are infringing slightly on Mr. DeLorenzo's
property--according to his property stakes. Mayor Boyle made a point of clarification:
split off is not the same as a parcel split. The same word is being. used with two different
meanings. We did not split any parcels when we purchased Springvale. We did
assemblies. Those were marked and were already recorded parcels. Mr. Bohlmann is
correct, most people think of this block as being Springvale. Actually, there were several
parcels in there. Some of the them belonged to the DeLorenzo family, some of them
belonged to the Scheeff family. We are using the word "split" in two different ways. We
did assemblies. He does not know if we are infringing on Mr. DeLorenzo or if he is
infringing on the city property, but we will find out. Mr. Bradford said he believed over
two-thirds of the sandtrap on the 11th hole is located upon Mr. DeLorenzo's property.
Mayor Boyle again said that it would be looked into and Mr. Bradford will be notified.
Mr. Bradford said it is his understanding when a parcel is split according to the county
records, he would assume the county has to have a number for every parcel, and the
county has no numbers for these parcels. They have not assigned a parcel number for that
75 x 550 foot track of land. Mayor Boyle said that Mr. Bradford was using the word
"split" in the official sense as opposed to the way Mr. Bohlmann had used it. Also, he is
not surprised that the county has not assigned a number as yet. Mr. Bradford said his
second question was pertaining to the alley way behind his parcel. Mrs. Kasler is familiar
with the issue. There was an old dump site used for trees, yard waste, building materials,
so forth. There is a 22 foot strip of land between his property and his neighbor. On July
~' 17 or 18, a land clearing company came and started clearing everything out of there: all
9
I
