Council Minutes of 6/17/97 <br />Finance Director Burns: 1) Resolution No. 97-56, the 1998 tax budget, is on second <br />~? reading tonight. The anticipated revenues for the General Fund are $16,144,000; total <br />anticipated revenues for the city are $43,180,000. Based on this budget, the tax rate to be <br />collected will be reduced by one tenth of a mill so that next year's tax rate should be 12.7 <br />mills as opposed to this year's 12.8 mills. A public hearing on the resolution will be held <br />at 7 p.m. on Tuesday, July 1. <br />2) Regarding the rebidding of the Columbia/Butternut/Great Northern relief sewer project, <br />he has provided the Service Director with more specific language so that the financial <br />statements provided by the bidders are more complete. <br />3) Council has received ayear-to-date comparison of actual versus estimated revenues. <br />Through May, income taxes are running $20,000 ahead of projections; through June, <br />sewer fees are running $21,000 ahead of projections. <br />President Pro Tem Saringer: 1) A special Council meeting will be held at 7:15 p.m. on <br />Tuesday, July 1. The agenda of the meeting is as follows: BZD Committee report; third <br />reading and passage of Resolution No. 97-56; first reading of Ordinance No. 97-59. <br />Mr. Musial, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on June 9. Present were committee members Nashar, McKay and Musial; <br />Council Member Limpert; Building Commissioner Conway; Assistant Engineer <br />McDermott; P & A Director Wilamosky; Finance Director Burns; Architectural Review <br />Board member Mark Yager. The following items were discussed: <br />a. Sunnyside Toyota. Representing Sunnyside were James Hamilton, attorney; Randy <br />Dunens and Bob Matakovich, architects; Bob Sheppard, Allied Construction Group; Kurt <br />Frye, Sunnyside Toyota. The proposal to construct two additions and renovate the <br />exterior of the building was heard by the Planning Commission on April 8. The Planning <br />Commission approved the proposal with certain conditions and it was referred to the <br />Board of Zoning Appeals for a special permit to add to anon-conforming building with <br />regard to the additions and to forward the proposal to the Architectural Review Board. <br />On April 16, the ARB voted to accept the proposed building additions with comments. <br />Sunnyside Toyota did not have a problem with this decision. However, there is a <br />considerable difference of opinion between the ARB and Sunnyside as to what is <br />appropriate for the exterior of the building. Sunnyside feels they are following a national <br />image of a redesign of all Toyota dealerships. The ARB feels Sunnyside should be more <br />creative with regard to the exterior design. On May 1, the Board of Zoning Appeals <br />approved Sunnyside's request for the special permit to add to the non-conforming <br />building. Sunnyside has appealed the Architectural Review Board's decision on the <br />exterior design. At a previous BZD meeting, the committee heard the dealership's side of <br />the story. On June 9, Mr. Yager, representing the Architectural Review Board, met with <br />the committee to explain the board's opinion. As a result, Sunnyside has agreed to try and <br />become more creative and will fax some new ideas to Mr. Yager for his review. The <br />Sunnyside proposal will again be discussed at the BZD meeting of June 23. <br />b. Ordinance No. 97-27, which deals with the height of swimming pool barriers. After <br />consultation with the Law Director, the committee has decided to amend the legislation by <br />2 <br />.,~,: <br />
