He does give credit to those who have <br />looked at both sides and have the conviction to vote no. The most important question is: <br />is this the very best the Mayor and his administration can arrange for this city? They have <br />answered yes. Residents who disagree should make their feelings known to the <br />administration. Roll call continued: Saringer, no; O'Grady, yes, with comment. Mr. <br />O'Grady said that, as a municipal entity, we are not allowed to prohibit these towers. <br />Further, we cannot give the appearance that we are prohibiting these towers by being <br />overly restrictive. He can relate to Mr. Lehmann's comments. He does not like the idea of <br />putting a telecommunications tower in the park. However, if the city were to vote no, <br />then we would lose some of the control that we have. We would lose some of the ability <br />to regulate. This tower can end up right down the street in a far more obvious position, <br />and in an area that is far closer to the residents' homes. Tt could indeed be placed in the <br />position where it causes significantly greater visual impact. He has checked other <br />locations that were suggested, and this area would have the least amount of negative <br />impact that he can see. The motion passed with four affirmative votes and two negative <br />votes. Ordinance No. 97-41 adopted. <br />Ordinance No. 97-45 introduced by Mr. Limpert was given its third reading. An <br />ordinance amending the traffic control file of the City of North Olmsted to provide for the <br />installation of a "No Right Turn on Red" sign at Lorain and Brookpark Roads regulating <br />traffic traveling in a northeasterly direction on Lorain Road and turning in an easterly <br />direction on Brookpark Road, and declaring an emergency. Mr. Limpert moved for <br />adoption; second by Mr. Nashar; motion passed unanimously. Ordinance No. 97-45 <br />adopted. <br />Resolution No. 97-46 introduced by Mr. McKay on behalf of Mr. Lind was given its third <br />reading. A resolution authorizing the Director of Public Service to advertise for one (1) <br />wheel mounted trencher for use in the Service Department, and declaring an emergency. <br />Mr. McKay moved for adoption; second by Mr. Musial; motion passed unanimously. <br />Resolution No. 97-46 adopted. <br />Ordinance No. 97-47 introduced by Mayor Boyle was given its third reading. An <br />ordinance establishing a fee schedule for applications for tax abatements in the North <br />Olmsted Enterprise Zone and Community Reinvestment Area, and declaring an <br />emergency, as amended. Mr. McKay moved for adoption; second by Mr. Nashar; motion <br />passed unanimously. Ordinance No. 97-47 adopted. <br />Ordinance No. 97-48 introduced by Mr. McKay was given its second reading. An <br />ordinance adopting a new and revised Section 91.1.09 entitled "Sewer Connections; Tap-in <br />Permit, Fee and Penalty" of the Codified Ordinances of the City of North Olmsted, Ohio. <br />~' <br />12 <br />
