Council Minutes of 4/15/97 <br />Mrs. Saringer asked Mr. Musial if the recommendations were agreed upon and who would <br />~;~ pay for the water line. Mr. Musial said these are the conditions set forth by the <br />committee. The water line and the cost of installing the water line will be borne by the <br />arrangement made by the Hot Stove Association. We do not want a hose being used to <br />water the field. <br />The motion was seconded by Mr. McKay and unanimously passed. <br />5) The BZD then discussed Ordinances No. 96-100 and 96-102. These ordinances are <br />concerned with permitted use of sports facilities in the Limited Industry-Industrial Park <br />District and cooking facilities in extended-stay hotels/motels. It was agreed to further <br />discuss these ordinances in the near future at the next committee meeting with the <br />Chairman of the Planning Commission and the Zoning Code Review Committee in <br />attendance. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met on <br />Tuesday, April 8. Present were committee members Lind, Nashar and McKay; Council <br />members Limpert, Musial and O'Grady. The committee discussed Resolution No. 97-25 <br />which authorizes the Service Director to advertise for bids for paint striping at various city <br />locations and for the Mayor to contract for the same. In the past, the County Engineer <br />has provided these services but is no longer doing so. The estimated cost is $40,000, and <br />the committee recommended passage of the legislation. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />committee met this evening to discuss a new liquor permit for the Marriott Courtyard <br />presently being constructed at 24901 Country Club Boulevard. In attendance were <br />committee members O'Grady, Limpert and Nashar; Council members Lind and Saringer; <br />Safety Director Kasler. This is a new liquor permit for beer, wine and liquor and the <br />operation will be small, mostly for the convenience of hotel guests. The committee had <br />no objections. Mr. Nashar moved to approve the new DSA liquor permit for the Marriott <br />Courtyard, 24901 Country Club Boulevard; the motion was seconded by Mr. Limpert and <br />unanimously passed. <br />Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on April 8 to discuss Resolution <br />No. 97-26 which deals with the Kennedy-Kassebaum Health Care Law. Present were <br />committee members O'Grady, Musial and Lind; Council members McKay, Limpert and <br />Nashar. The legislation directs itself to the issue of Medicaid criminal penalties in the <br />recently enacted Kennedy-Kassebaum Health Care Law. Resolution 97-26 supports U. S. <br />Representative Steven C. LaTourette's legislation seeking to repeal the criminal penalties <br />contained in the Kennedy-Kassebaum law. Medicare involves a medical condition where <br />skilled care is required by the patient and is typically involved with relatively short-term <br />care. Medicaid is designed to serve the needy and is primarily involved with long-term <br />care. Medicaid assistance requires a level of care above custodial care, but below skilled <br />~~°' care. It is Medicaid that is addressed in the Kennedy-Kassebaum law. The criminal <br />5 <br />
