Council Minutes of 4/1/97 <br />However, based on federal law, the Law Director has concluded that there was never a <br />' necessity to go to the BZA and the Planning Commission has never made a ruling on the <br />proposal. The proposal is on the agenda for the upcoming Planning Commission meeting. <br />4) A meeting was recently held with AT&T Wireless to discuss the placement of a tower <br />to provide digital wireless phone service. <br />5) Today he and the Service Director held a hearing regarding Biskind Development <br />Company's plan to remove all of the trees on Parcel E (Columbia and Brookpark Roads) <br />for the purpose of filling in wetlands. The company has made a swap with the <br />Metropolitan Park Board regarding the wetlands, and the Army Corps of Engineers has <br />issued a permit for the removal of the wetlands. Although he is not sure at this time if the <br />plan has to be reviewed by the Planning Commission, it is true that the company does have <br />to seek approval from the city with respect to this project. The property owner's engineer <br />and the City Engineer and City Forester plan to meet this week to discuss the approximate <br />2.8 acres of wetlands in the parcel. The city will not permit a wholesale chopping down of <br />all of the trees because we have a city ordinance that protects trees. <br />Finance Director Burns: 1) In 1991, he put the city into a worker's compensation group <br />administered by Accordia. The company recently notified him that the projected savings <br />in 1997 would be $109,000. After calculating the actual premium that the city will pay <br />this year and using the 1996 payroll, as opposed to the 1995 payroll used by Accordia to <br />make the projection, the city will actual save $132,174 this year in worker's compensation <br />premiums. <br />2) Ordinance 97-31, which is being added to this evening's agenda, will authorize bidding <br />for the Allendale/Carey project. A funding package has been put together that provides <br />for $300,000 of appropriated money and $200,000 from a note. We have the ability to do <br />the note because of the reduction in overall interest cost on the bond issue that was done <br />last year. The debt service on a $200,000 bond issue will be about $18,000 to $20,000 <br />per year. This is within the capacity of the city. <br />3) In the Mayor's report, he mentioned that State Treasurer Blackwell was organizing <br />programs for instructional purposes to help county, city and school finance people who <br />deal with investments. That program was mandated by legislation which took effect in <br />September. That legislation also changed some of the types of investments that <br />municipalities can make. <br />Mr. Musial, Chairperson of the Building, Zoning and Development Committee: 1) The <br />BZD Committee met on March 24, 1997. Present were committee members McKay, <br />Nashar and Musial, Assistant City Engineer Dave McDermott and Assistant Building <br />Commissioner Tom Rymarczyk.
