Council Minutes of 3/18/97 <br />Mr. Lind, Chairperson of the Finance Committee: 1) Over the last three weeks, the <br />Finance Committee has held three meetings to discuss appropriations. Overall, there has <br />been a general increase of about 7.6% expenditures in the General Fund from last year. <br />About half of that increase is attributed to the normal annual increase in wages and <br />associated benefits. The laboratory expense at the Wastewater Treatment Plant is going <br />up because we are now using three testing laboratories rather than just one to verify the <br />accuracy of all three labs. The city will add a few additional people in the Engineering <br />Department for summer and seasonal help. NOMBL has had a 14% increase in overall <br />expenditures because of expanded service to North Royalton and a couple of new lines <br />have been added since last year. The bus line has more employees and, hence, more hours <br />and more expense. The Safety Department has had a large increase in fire overtime mainly <br />because it has been decided that the Fire Department is going to require a minimum <br />staffing level of 10 firefighters at all times since a 2 hour minimum is required for a <br />discretionary call-in by the Fire Chief. There also has been an increase in the amount of <br />money asked for schooling. Also, monies are being allotted for an additional WEB bill <br />that has come in. The committee recommended approval of Ordinance 97-19. The <br />revised appropriation will be passed next Thursday evening at a special Council meeting. <br />2) Ordinance 97-21, which has to do with the rebuilding and repair of five microscreens in <br />the Wastewater Treatment Plant has been discussed on two occasions. Basically, this is a <br />no-bid contract because there is only one supplier that can provide enough adequate <br />engineering as well as production services for these massive drive shafts that go inside <br />these screen devices. Council Members are going on a tour of the Wastewater Treatment <br />Plant next Thursday, and the formal recommendation of this ordinance will be discussed at <br />that time. <br />3) Ordinance 97-22, which has to do with providing engineering services for the aeration <br />process system at the Wastewater Treatment Plant, was discussed. The individual who <br />has been recommended for this job has a specialty in biological processes and patent <br />infringement. Basically, what he is going to do is provide the services to insure that our <br />design does not infringe on someone else's patent. If there is a possibility, all the <br />ramifications will be known beforehand. The committee recommended approval. <br />4) Ordinance 97-24, which has to do with entrance signs for the city, is being held in <br />committee pending further discussion. <br />Mrs. Saringer, Chairperson of the Recreation, Public Parks and Buildings Committee: <br />David Gardner's term as a recreation commission member should be corrected to end in <br />2001 rather than 2002. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />committee met this evening. In attendance were committee members Limpert, O'Grady <br />and Nashar; Council Members Lind, McKay, Musial and Saringer; Safety Director Kasler. <br />The committee discussed a liquor permit transfer for the BP gasoline station at 23425 <br />Lorain Road. The Cl, C2 and D6 permit will be transferred from Musto Enterprises Inc. <br />to BP Service Station Holdings Inc. The committee had no objection and recommended <br />approval. Mr. Nashar moved that council have no objection to the liquor permit transfer <br />from Musto Enterprises Inc., 23425 Lorain Road to Service Station Holdings Inc., DBA <br />4 <br />. - <br />
