Sincerely, James A. & Emily P. Bleiler" <br />Mr. McKay stated that the Crocker/Steams legislation had been amended by removing the <br />section relating to acceleration of the project. Mayor Boyle was concerned that the <br />Bleilers may have misunderstood the word "emergency" as used in legislation. It simply <br />means that the legislation will take effect immediately after passage. Mr. O'Grady <br />commented on the Bleiler's statement that the legislation goes against all action taken by <br />Council in the past. He does not believe this is so as Council is working with the vote of <br />the people of North Olmsted who approved this extension. City Council is not trying to <br />accelerate the project, but is simply trying to insure that it stay on track--which is <br />supporting the will of the people. Mr. Nashar said that several weeks ago he had spoken <br />to Mr. David Szabo from the Cuyahoga County Engineer's office and asked for additional <br />information pertaining to the project. Mr. Szabo has replied that the engineer's office is <br />working to complete the plans as quickly as possible. When the plans are complete, <br />NOACA will prioritize the project in relationship to other projects in the regional. <br />Funding for this project will be handled through NOACA and not ODOT. Until that <br />occurs, they anticipate that the Crocker/Steams project will remain in the "information <br />only" section of the NOACA Transportation Improvement Program (TIP). Also, the <br />engineer's office is awaiting ODOT's review of the environmental document, which is a <br />major step forward to completion of the project. They are also awaiting ODOT's review <br />of the preliminary roadway plan--basically a review of the slopes and drives. Approval of <br />this plan will allow completion of the right-of--way plans, which are critical for the <br />remainder of the project. <br />AUDIENCE PARTICIPATION <br />Ernest Cummings, 5904 Stearns Road, agrees with the points made in Mr. and Mrs. <br />Bleiler's letter. He believes we should "take our time" with this project so that it is done <br />properly. <br />Mary Solderitsch, 5682 Allendale Lane, asked Mr. Bohlmann to comment on the status of <br />the engineering study for the Allendale/Carey flood relief project. Mrs. Solderitsch also <br />asked if a timeframe had been established for the project. Mr. Bohlmann said that the <br />engineering study is complete, and the project estimate is $363,000. Presently, there is no <br />timeframe for beginning the construction of the relief sewer project. The design of the <br />project is such that we will intercept the storm sewer that runs under Great Northern <br />Boulevard with a junction chamber on the east side of the street. We will then proceed <br />south on Great Northern Boulevard to Butternut Ridge and install another junction <br />chamber. Anew storm sewer will be constructed down the north side of Butternut <br />Ridge across Columbia Road and the storm water will be put directly in the Rocky River. <br />This will be a by-pass relief storm sewer. When funding is available, we will be able to go <br />out to bids on the project. <br />4 <br />i <br />
