Council Minutes of 3/4/97 <br />vessel, which will be safer than using ladders. The second platform for the laboratory and <br />,~~, the pretreatment facility will extend the floor area so that the basement can be used for <br />additional storage. The approximate cost for the two platforms is $30,000 and will be <br />included in 1998 appropriations. Most of the work will be done by city personnel. The <br />committee recommended approval. <br />b. The 1997 appropriations discussion was begun with a lengthy presentation on the <br />Wastewater Treatment Plant and the Service Department. One major item discussed for <br />the treatment plant was the refurbishing of microscreens, which is anticipated to cost <br />$105,000. The legislation for this project is being introduced tonight and contains a <br />no-bid clause because there is only one supplier in the country that deals in parts and <br />repair service for this type of equipment. <br />Mr. Limpert, Chairperson of the Transportation Committee: 1) The committee met on <br />February 26. In attendance were Council Members Lind, McKay, Musial, Nashar, <br />O'Grady, Limpert; Council President Boehmer; Mayor Boyle; Finance Director Burns; <br />Law Director Gareau; Service Director Bohlmann. The committee discussed Ordinance <br />No. 97-14, which accepts an easement at the corner of Stearns and Lorain Roads for the <br />new traffic control system. Currently the controller is sitting at the curb and was recently <br />hit by a vehicle. It will be much safer to move it back by accepting an easement from the <br />BP gas station at the corner. The committee recommended approval. <br />LETTERS AND COMMUNICATIONS <br />A letter regarding the Crocker/Steams extension was received from James A. & Emily P. <br />Bleiler. Per Mr. Bleiler's request, the letter was read into the record: "Dear Mr. Boehmer: <br />My wife and I have been residents of North Olmsted since August, 1987 and we try to be <br />responsive to issues that arise which affect our neighbors and fellow residents within the <br />community. Over the past several years we have voiced our concerns regarding the <br />Crocker/Steams Road extension project. This road when completed would pass within 50 <br />yards of the homes in our development. Through the efforts of the Pheasants Walk/Quai1 <br />Run Homeowners Association, refinements were made to the project that would lessen the <br />negative impact this road would have on our homes. Recently, it was brought to our <br />attention that Councilman O'Grady and Councilman Limpert have introduced Resolution <br />No. 97-12 which would require the Ohio Department of Transportation and the Cuyahoga <br />County Engineer to either maintain or accelerate the current schedule for the <br />Crocker/Steams extension project. In our opinion, any effort on the part of the North <br />Olmsted City Council to influence the schedule of this project is not only unnecessary but <br />would be counterproductive to all the measures Council has put forth in the past. We do <br />not agree that an emergency exists regarding the health and welfare of the citizens of <br />North Olmsted and the citizens of the surrounding communities. Rather than accelerating <br />the start of this road project, more time should be devoted to studying the environmental <br />impact this will have on the residential communities this road will pass through. It is our <br />opinion that this new road will benefit truckers commuting between I-90, I-480, and the <br />Ohio turnpike more than it will benefit the citizens of North Olmsted and the citizens of <br />3 <br />
