Council Minutes of 3/4/97 <br />Sharon Lepore, 5551 Quail Run, thanked Mr. Nashar for his work on the Crocker/Steams <br />'~ extension issue. He has been very responsible in finding out current, accurate information <br />from the County Engineer's office. She expressed thanks on behalf of the residents of the <br />Pheasants Wa1k/Quail Run Homeowners Association. <br />Bethia Kummer asked if minutes would be taken at the Streets & Drainage Committee <br />meeting. Mr. McKay said that he would tape the meeting, and the tapes would be <br />available in the Council office if anyone wanted to listen to them. <br />Rini Martin, 5712 Allendale Lane, expressed concern because a pump had not been placed <br />on the street during a heavy rain about a week ago. However, the pump was there during <br />the second heavy rain. She was under the impression that the city had purchased a pump <br />specifically for that area. Mr. Bohlmann explained that the city had not purchased a <br />pump--the cost is between ten and twelve thousand dollars. The pump that is put in the <br />Allendale/Carey area is a rental, and the city did not have enough warning to get the pump <br />out for the first rain. If the rain had gone on for an extended time, we would have rented a <br />pump since the rental company has a 24-hour service. The city cannot leave the pump <br />there permanently because of vandalism and maintenance problems in the winter months. <br />LEGISLATION <br />Ordinance No. 97-8 introduced by Mayor Boyle was given its third reading. An ordinance <br />authorizing and directing the Mayor of the City of North Olmsted to enter into an <br />agreement with Western Reserve Engineering & Surveying Company Inc., to provide <br />construction observation services for various 1997 capital improvement projects, and <br />declaring an emergency. Mr. Lind moved for adoption; second by Mr. McKay; motion <br />passed unanimously. Ordinance No. 97-8 adopted. <br />Resolution No. 97-11 introduced by Mr. McKay and Mr. Nashar was given its third <br />reading. A resolution requesting the Ohio Department of Transportation to improve <br />Lorain Road, State Route 10, from the west corporation line to the east corporation line <br />by resurfacing and curb repair, and declaring an emergency. Mr. McKay moved for <br />adoption; second by Mr. Nashar; motion passed unanimously. Resolution No. 97-11 <br />adopted. <br />Resolution No. 97-12 introduced by Mr. O'Grady and Mr. Limpert was given its third <br />reading. A resolution calling upon the Ohio Department of Transportation and the <br />Cuyahoga County Engineer to maintain the current schedule for the Crocker-Stearns <br />extension due to the importance of this project for the people of North Olmsted, and <br />declaring an emergency as amended. Mr. O'Grady moved for adoption; second by Mr. <br />Limpert. Roll call: O'Grady, yes; Limpert, yes; Lind, no. Mr. Lind stated that up until <br />three weeks ago he had supported the resolution. After much thought, however, he has <br />concluded that the main intent of this legislation was to let the North Olmsted residents <br />who are anxious for the project to begin know that the city was not holding up this <br />project. He believes that the publicity surrounding this legislation has accomplished that <br />6 <br />
