Council Minutes of 2/18/97
Bohlmann noted that a new sanitary line goes south of Columbia Road past that area into
~,~~ a sanitary sewer line that has a tremendous amount of capacity. Also, there is a lift station
at the back of the Moen property. When Moen was constructed, the sanitary sewer lines
were made the appropriate size for two facilities the size of Moen. The proposal for the
vacant parcel is smaller than Moen.
Rini Martin, 5712 Allendale, said that the creek runs behind her property. She know there
are different reasons for flooding, but the construction of the apartments caused the
flooding in this area. The neighbors are thankful for the temporary measures but are
scared about the possible development of the vacant parcel next to Moen. The creek,
which is really only a ditch, cannot handle any more water. She said it was "scary"
because the development already had a name, it's getting legs and it's going to get pipes.
Mayor Boyle answered that it was reported in Crain's that Duke Realty wants to build on
that property. However, it doesn't really have a name. The development of that parcel
can actually be part of the solution. The laws that we have in effect right now are much
more stringent than they used to be with regard to retention.
Joyce Weber, 5737 Allendale, spoke about the letter/questionnaire. She felt that the
elderly residents of the neighborhood did not understand the questionnaire because they
have not had flooding for at least a year and a half. She and Mrs. Martin have tried to
explain the questionnaire to some of the residents. Mrs. Weber is concerned about getting
the engineering done and moving the process forward so that the funding can be put in
place. Mr. O'Grady suggested that Mr. Bohlmann's office call the residents who have not
completed their petitions in an effort to speed up the process. (At this point, there was a
lengthy discussion as to the progress of the engineering study and who should contact the
residents who have not returned the questionnaire. Mayor Boyle said that the engineering
company would be contacted about their progress since Council will need that information
during the appropriations process. The city will make the phone calls to the residents who
have not returned their petitions.)
Mr. O'Grady moved that Council take a five minute recess; second by Mr. Limpert. Roll
call: O'Grady, yes; Limpert, yes; Saringer, no; Nashar, yes; Musial, no; McKay, yes; Lind,
yes. The motion passed with five affirmative votes and two negative votes. Council
recessed at 10:18 p.m.
President Boehmer reconvened the meeting at 10:25 p.m.
LEGISLATION
Ordinance No. 97-7 introduced by Mr. McKay was given its third reading. An ordinance
amending the traffic control file of the City of North Olmsted by providing for the
installation of "No Parking Between Signs" on the south side of the driveway at 4185
Danberry Drive and the north side of the drive at 4171 Danberry Drive and declaring an
emergency. Mr. McKay moved for adoption; second by Mr. Nashar; motion passed
unanimously. Ordinance No. 97-7 adopted.
13
-.I
