Council Minutes of 2/18/97 <br />Resolution No. 97-16 was introduced and placed on first reading by Mayor Boyle. A <br />.z„ resolution determining to proceed with the submission to the electors of the question of <br />issuing bonds for the purpose of constructing, furnishing, equipping and otherwise <br />improving a free public library building and preparing, landscaping and otherwise <br />improving its site; amending Section 1 of Resolution No. 97-13; and declaring an <br />emergency. Mr. O'Grady moved for suspension of the rules requiring three readings and <br />committee review; second by Mr. Lind; motion passed unanimously. Mr. O'Grady moved <br />for adoption; second by Mr. Lind; motion passed unanimously. Resolution No. 97-16 <br />adopted. <br />Ordinance No. 97-17 was introduced and placed on first reading by Mr. O'Grady. An <br />ordinance authorizing and directing Don Copeland, Director of the Department of Human <br />Resources, to make application on behalf of the City of North Olmsted for Community <br />Development Block Grant funds for the fiscal year 1997 (23rd year) for a project titled <br />Town Hall Facility Improvements/Americans with Disabilities Act Compliance, and <br />declaring an emergency. Mr. O'Grady moved for suspension of the rule requiring three <br />readings; second by Mr. Musial; motion passed unanimously. Mr. O'Grady moved for <br />adoption; second by Mr. Musial; motion passed unanimously. Ordinance No. 97-17 <br />adopted. <br />Ordinance No. 97-18 was introduced and placed on first reading by Mr. O'Grady. An <br />ordinance authorizing and directing Don Copeland, Director of the Department of Human <br />Resources, to make application on behalf of the City of North Olmsted for Community <br />Development Block Grant funds for the fiscal years 1997 and 1998 (23rd and 24th years) <br />for a project titled Horizons Activities Center Neighborhood and Day Care Center, and <br />declaring an emergency. <br />Ordinance No. 97-19 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance to make appropriations for current expenses and expenditures for the City of <br />North Olmsted for the year ending December 31, 1997. <br />Ordinance No. 97-20 was introduced and placed on first reading by Mr, McKay. An <br />ordinance to amend Section 950.01 entitled "Definitions" in Chapter 950 entitled "Urban <br />Forest" of the Codified Ordinances of the City of North Olmsted, Ohio, and declaring an <br />emergency. Mr. McKay moved for suspension of the rules requiring three readings and <br />committee review; second by Mr. O'Grady; motion passed unanimously. Mr. McKay <br />moved for adoption; second by Mr. O'Grady; motion passed unanimously. Ordinance <br />No. 97-20 adopted. <br />MISCELLANEOUS BUSINESS <br />Mr. Limpert scheduled a Transportation Committee meeting immediately following the <br />special Council meeting on Wednesday, February 26. <br />15 <br />.__ .. _ . <br />i <br />
