MINUTES OF THE MEETING OF THE COUNCIL <br />'° OF THE CITY OF NORTH OLMSTED <br />,,. <br />WEDNESDAY, FEBRUARY 5, 1997 <br />Present: Council President Boehmer, Council Members Limpert, Lind, McKay, <br />Musial, Nashar, O'Grady, Saringer <br />Also Present: Mayor Boyle, Law Director Gareau, Finance Director Burns, Clerk of <br />Council Seman <br />Council President Boehmer called the meeting to order at 8:03 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of Allegiance <br />to the Flag. <br />Mr. O'Grady moved to approve the minutes of the meeting of January 21, 1997; second <br />by Mr. Nashar; motion passed unanimously. <br />President Boehmer announced that Ordinance No. 97-10 and Resolution No. 97-13 would <br />be passed under suspension of the rule. <br />REPORTS <br />Mayor: 1) The first of two pieces of legislation regarding the new library is on this <br />evening's agenda. The current legislation asks the County Auditor to determine the <br />millage for this issue. On February 18, Council will consider for passage legislation to <br />place the library issue before the electors of the city. Both pieces will need to be passed <br />under suspension of the rule as the legislation must be delivered to the Board of Elections <br />75 days prior to the election. <br />2) The Mayor thanked everyone for the passage of the recreation levy on February 4. <br />Recreation in the city has now been placed on sound financial footing, and we are ready <br />for the next step which is planning. He plans to appropriate funds to conduct a <br />professional survey of the residents regarding their opinions on what capital improvements <br />are needed. <br />Law Director Gareau: 1) The Court of Appeals has affirmed the Common Pleas Court <br />decision in favor of the city in the Hughes lawsuit. This should conclude that litigation <br />unless an appeal is made to the Supreme Court. <br />2) On Monday, February 3, an arbitration was held regarding a police overtime issue. The <br />issue involved travel time to overnight schooling. Two employees had filed a grievance <br />asking for six hours of overtime for travel time which had been in excess of the eight hours <br />they would be in schooling. With the assistance of the arbitrator, the issue was resolved <br />
