MINUTES OF THE MEETING OF THE COUNCIL <br />~Y <br />'~ ' OF THE CITY OF NORTH OLMSTED <br />JANUARY 21, 1997 <br />Present: Council President Pro Tem Saringer, Council Members Limpert, Lind, <br />McKay, Musial, Nashar, O'Grady <br />Also Present: Mayor Boyle (arrived at 8:08 p.m.), Law Director Gareau, Finance <br />Director Burns, Clerk of Council Seman <br />Absent: Council President Boehmer <br />Council President Pro Tem Saringer called the meeting to order at 8 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of Allegiance <br />to the Flag. <br />Mr. McKay moved to approve the minutes of the Council meeting of January 7, 1997; <br />second by Mr. Musial; motion passed unanimously. <br />Council President Pro Tem Saringer announced that the next Council meeting would be <br />held on Wednesday, February 5, due to the special election on Tuesday, February 4. <br />REPORTS <br />Law Director Gareau: 1) The AFSCME grievance dealing with two Emerald Health <br />claims will be settled in Common Pleas Court with a declaratory judgment action as <br />opposed to taking the matter to arbitration. <br />2) Another long-standing issue regarding cross-connections and infiltration inflow into the <br />sewer systems is about to be resolved. Last September, 125 homes with crass- <br />connections were identified. The residents were contacted by the Law Department and <br />Engineering Department. By December, there were only 6 homes that had not complied. <br />As of today, there are 3 homes that have not complied. Those residents have been sent a <br />letter giving them until February 1, 1997 to disconnect or correct the problems as <br />identified by the Engineering Department. If the residents do not comply, a complaint will <br />be filed asking for injunctive relief requiring these individuals to remove the cross- <br />connections. The residents were sent a copy of the complaint; and, hopefully, they will <br />comply and make it unnecessary to file a lawsuit. <br />3) The Civil Service Commission is currently reviewing rules and regulations in the Civil <br />Service Handbook. The Law Director has offered suggestions and comments and other <br />city directors have been asked for their comments. <br />
