Council Minutes of 12/15/98
Nashar. Also in attendance were Mrs. Saringer and Mr. O'Grady. The committee
~,~, discussed a new liquor permit for Cost Plus World Market a new business to be located at
26145 Great Northern Shopping Center. The store will be approximately 18,000 square
feet and will sell imported goods along with imported beer and wine for carry-out only,
which is a C1 and C2 permit. The committee recommended approval and that Council
not object to this liquor permit. Mr. Nashar moved that Council have no objection to the
C 1 and C2 liquor permit for Cost Plus World Market at 26145 Great Northern Shopping
Center; the motion was seconded by Mr. Gareau and unanimously passed.
2) On December 2, Council members Kasler, Miller, McKay, Limpert, O'Grady and
Nashar, Safety Director Jenkins, Capt. Bak and Capt. Hohenfeld attended a
demonstration of the thermal imaging camera. Each person was given an opportunity to
hold the camera and use it. The camera indicates "hot spots" making it easy to pinpoint
the fire and to put it out. Council has agreed that the city should go out for bids on the
camera. The cost is approximately $20,000.
3) During the next three weeks, the Police Department will have the auxiliary force out
on the weekends to do patrols in the subdivisions. As a safety tip, the Police Department
suggests that residents leave lights on and a radio playing when going out for the evening.
Mr. O'Grady, Chairperson of the Finance Committee: 1) The committee met on
December 9 and present were committee members O'Grady, Limpert and Kasler;
Council members McKay, Gareau, Nashar and Miller; Mayor Musial; Finance Director
Copfer and Safety Director Jenkins; Assistant Law Director Dubelko; Springvale
manager Strnad. The Finance Committee met in conjunction with the Intra-Governmental
Relations and Legislation; Long-Range Planning Committee regarding 98-139 and in
conjunction with the Recreation Committee regarding Ordinance 98-141. Results of
these meetings will be reported by those respective committee chairpersons. The Finance
Committee discussed the following items:
• Resolution 98-146, which directs the Auditor of Cuyahoga County to pay to the City
of North Olmsted all money due and owing to the city during the year 1999. This is
an ordinance which must be approved each year in order for the city to collect all
monies owed to it by the county. The committee unanimously recommended
approval of Resolution 98-146.
• Ordinance 98-147, which makes appropriations for current expenses and other
expenditures for the year ending December 31, 1999. Three percent was added to
the current line items for this year, then the total was divided by three to estimate
needed funds for the first four months of 1999. Seasonal items which are normally
used during the first four months of the year were listed in their entirety. Because of
the anticipated cost of the Community Diversion Program, $2,840 was added to the
Department of Human Resources to cover the first quarter of 1999. Overall, the
bond retirement portion is smaller because the majority of this fund is paid in the
second half of the year. The committee unanimously recommended approval and
suspension of the rules requiring three readings.

3
