Council Minutes of 12/15/98 permitted the city to do so. It is the city's view that this is allowed by the contract and we ;~,;~ will, if necessary, arbitrate that issue. 5) About a month ago, the sign at the Office Max shopping plaza was blown down during a wind storm. The position of the Building Department is that a new sign must comply with the current Zoning Code. Their attorney notified the city that he believed the sign could simply be repaired. However, after discussing this matter with the Building Department and inspecting the sign and how it was installed, the Law Department has informed the attorney that it cannot be repaired but must be replaced according to the current codes. Finance Director Copfer: 1) Today the remaining portion of the city's debt payment was made. Funds are available to pay off the emergency vehicle a year ahead of time-this will be done on December 17. 2) She ran an expenditure ledger and the line items look "fantastic." We have been keeping up with the line item transfers through Councilmanic action of transfer ordinances, and it has really paid off. 3) A very happy and joyous holiday to all. Mrs. Saringer, member of the North Olmsted Committee on Paratransit: 1) The committee met on December 9 and discussed the following items: • Director Copeland hopes to establish four meetings for next year. • A petty cash fund of $100 was established. • The State Auditor's office will audit NOCOP in 1999. • The possible purchase of payroll software and the disposition of several vehicles. Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The year-end report is as follows: • Slab repair has been completed on Westminster Drive, Wellington Drive, Warrington cul-de-sac, Huntington cul-de-sac and Tudor Drive. • A complete overlay was done on Bailey, Martin and Clague Road along with Wellesley, Whitehaven and Sheperd's Hill Road down to the Metroparks road. • The concrete pad for the pavilion at the Clague Park has been completed. • There is $100,000 left for acarry-over to do slab repair in 1999. • The removal and reinstallation of the underground storage tanks is 75% complete. • Brookpark phase one is complete. • Cedar Point Road has been halted for the winter. • Old Town Hall will be completed by December 30. • The first phase of phase one of the Forest Ridge storm improvements is finished and the second phase is under contract. • Street lighting improvements include Canterbury Woods subdivision, Vincent Drive, Magnolia and Elder. • t Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The '~Mt committee rnet this evening and present were committee members Miller, Gareau and 2
