<br />,~ 4) He has appointed a sewer rate task force to review the city's tax rate structure and
<br />,.,~.~ make recommendations on winter/summer rates, a general reduction in rates, a possible
<br />rate reduction for senior citizens and other related matters. The members of the
<br />committee are chairperson Dennis Long, city Environmental Engineer; Michael Gareau,
<br />Jr., Ward II Councilman; George Nashar, Ward III Councilman; Ralph Bohlmann,
<br />Service Director; Joe Bouman, city resident; Jack Eustace, city resident; Jack Kiuchi, city
<br />resident; Rudy Spagnuolo, city resident; and a representative from the Country Club
<br />Condo Association to be named. Additionally, John Larson from Squire, Sanders &
<br />Dempsey, the city's bond counsel, will serve as a volunteer consultant.
<br />5) Because there have already been inquiries, he has set "trick or treat" time for Sunday,
<br />October 31, 1999, between 6 p.m. and 8 p.m.
<br />Mrs. Saringer suggested to the Mayor that the Cable Advisory Committee, which consists
<br />of herself, Mrs. Kasler and Mr. Nashar, meet to discuss the Cablevision rate increase.
<br />Mr. Miller noted that the increase seems to be approximately 15%. Mayor Musial agreed
<br />it would be a good idea for the committee to review the rate increases.
<br />Law Director Gareau: 1) He and Assistant Law Director Dubelko have met with a sign
<br />code expert. The expert will issue reports which will be used in the litigation.
<br />2) Attended a status conference in Judge Nugent's court dealing with the Chamber of
<br />Commerce case (sign code). The court has ruled that all discovery is completed except
<br />upon motion of the plaintiff for good cause. Dispositive motions by the city are due to be
<br />filed on January 29, 1999.
<br />Finance Director Copfer: 1) Today a portion of the debt was paid down by
<br />approximately $2,850,000, with $1,580,000 being principal and the remaining portion
<br />being interest reduction.
<br />2) The October revenue and expense reports will be distributed to Council this evening.
<br />Mr. McKay, Chairperson of the Streets & Drainage and Environmental Control
<br />Committees: 1) The Streets & Drainage and Environmental Control Committees met on
<br />Monday, November 30, to discuss Ordinances 98-97 and 98-100. Present were Mayor
<br />Musial; Service Director Bohlmann; Safety Director Jenkins; Springvale manager Strnad;
<br />Council President Saringer; Council members Gareau, Nashar, O'Grady, Kasler and
<br />Miller. Both ordinances propose easements for storm and sanitary sewers on parcels of
<br />land in the area of Brookpark and Mastick Road. The easements are necessary to
<br />complete the Georgette project which will benefit the residents on Coe, Bentley, Curtis,
<br />Plumwood and Danberry. The committee recommended approval and passage under
<br />suspension of the rule in order to expedite the project.
<br />Mr. Nashar, Chairperson of the Public Safety, Health & Welfare Committee: 1) The
<br />committee met on November 30 to discuss Ordinance 98-94, an ordinance amending
<br />Section 351.04 of the Traffic Code to provide for the increase of criminal penalties for
<br />unlawful parking at handicapped locations at public and private lots. Present for the
<br />meeting were committee members Gareau, Miller, Nashar; Council members Saringer,
<br />~~ Kasler, McKay, O'Grady; Mayor Musial; directors Jenkins, Bohlmann, Copfer. The
