Council Minutes of 12/1/98 <br />committee recommended two changes to the ordinance: first, the penalty will be changed <br />w;, from a first degree misdemeanor to a minor misdemeanor; second, the fine which was <br />proposed at $250 will be set at $100. The legislation will be held in committee for <br />further discussion. Councilman Gareau clarified that the crime is presently classif ed as a <br />minor misdemeanor and the legislation had proposed the crime be classified as a first <br />degree misdemeanor. However, the committee decided to keep the classification as a <br />minor misdemeanor. Also, the legislation called for the fine to be $250 (presently it is <br />$25), and the committee has decided to set the fine for $100. <br />Mr. O'Grady, Chairperson of the Finance Committee: 1) The Finance Committee met on <br />November 30. Present were committee members O'Grady and Kasler; Council members <br />Saringer, McKay, Gareau, Nashar, Miller; Mayor Musial; directors Copfer, Jenkins and <br />Bohlmann. The following items were discussed: <br />• Ordinance 98-141 relating to Springvale Golf Course was discussed in joint meeting <br />with the Recreation Committee. (See report of Recreation Committee.) <br />• Ordinance 98-139 relating to Community Reinvestment will be analyzed at a joint <br />meeting with the Intra-Governmental Relations and Legislation; Long-Range <br />Planning Committee to take place on December 9. <br />• Ordinance 98-134, which establishes and fixes compensation for Council-at-Large <br />members for the term of office commencing January 1, 2000. This ordinance ties the <br />at-large pay to the same schedule used for Ward Council members. The committee <br />unanimously recommended approval. <br />• Ordinance 98-135, which makes appropriations for current expenses and other <br />expenditures for the year ending December 31, 1999. There is a slight increase in the <br />amount projected for replacement of patrol cars due to the necessity of replacing the <br />Chief's car and many of the light bars on some of the other patrol units. The <br />committee recommended holding any decision pending additional information from <br />the Finance and Safety Directors. The information was presented at the caucus <br />meeting of December 1. The committee unanimously recommended approval. <br />• Ordinance 98-136, which authorizes the Mayor to enter into an agreement with Ohio <br />Council 8 and Loca12681 of the American Federation of State, County and Municipal <br />Employees covering Clerical and Technical employees. After reviewing changes to <br />the contract, the committee unanimously recommended approval and suspension of <br />the rule requiring three readings. <br />• Ordinance 98-137, which authorizes the Mayor to enter into an agreement with Ohio <br />Council 8 and Local 2681 of the American Federation of State, County and Municipal <br />Employees covering Service and Wastewater Treatment Plant employees. After <br />reviewing changes to the contract, the committee unanimously recommended <br />approval and suspension of the rule requiring three readings. <br />• Ordinance 98-140, which amends the administrative fee for the Youth Development <br />Program's restitution project. After review and in light of a presentation by Human <br />Resources Assistant Director Chris Allegra, the committee unanimously <br />recommended approval. <br />.. <br /> <br />
