Council Minutes of 12/1/98 <br />,,~ • Ordinance 98-142, which makes and transfers appropriations for current expenses and <br />„~ other expenditures for the city for the year ending December 31, 1998. The <br />committee unanimously recommended approval. <br />• Safety Director Jenkins noted the need to correct an oversight relating to the pay for <br />the Assistant Chief of the North Olmsted Fire Department. In light of the fact that the <br />Assistant Chief's pay is routinely tied to the pay for the Captains on the Police force, <br />the committee unanimously recommended approval and passage under suspension of <br />the rule of Ordinance 98-144 which is on first reading this evening. <br />Mrs. Kasler, Chairperson of Recreation, Public Parks and Buildings Committee: 1) The <br />Recreation and Finance Committees met in joint session on November 30 to discuss <br />Ordinance 98-141. Present were Councilpersons Miller, O'Grady, McKay, Nashar, <br />Gareau, Kasler; Safety Director Jenkins; Service Director Bohlmann; Finance Director <br />Copfer; Springvale Facilities Manager Strnad; Mayor Musial. This ordinance was <br />created to combine and establish positions and pay ranges for employees of Springvale <br />Golf Course. The ordinance was discussed at length and a management decision was <br />reflected in the ordinance that combined four positions into two new positions and <br />adjusted pay ranges to reflect wage increases consistent with other city employees. The <br />committee recommended approval of this ordinance. However, the Safety Director was <br />asked to supply further information with regard to exact salaries for each full-time <br />employee in addition to those reflected as ranges in the ordinance, and to supply job <br />descriptions for all positions listed in the ordinance. That information was received this <br />evening. Based on that document and based on some informal questions that were asked <br />this evening, the legislation will be discussed at a future committee meeting. <br />AUDIENCE PARTICIPATION <br />• Charlotte Sammon, 126 Vista Court, expressed concern about what she and other <br />residents of the golf course development see as a deterioration of the North Olmsted <br />Golf Course. The residents are concerned about the lack of concern for the golf <br />course by the Bower family and felt they might be considering closing the course and <br />putting in more cluster homes. Mrs. Sammon wondered if there was an ordinance <br />that controlled the usage of the property. Law Director Gareau said, if the property <br />she was referring to was common area, it would be subject to the condominium <br />declarations and deed restrictions. Mrs. Saringer said it was her belief that there was <br />a deed restriction to the effect that the property has to remain a green space. Mr. <br />Limpert said that density issues would dictate the property could not be filled with <br />more cluster homes. However, he does not believe it is within the city's jurisdiction <br />to legislate the quality of the greens and fairways. Mayor Musial said he believed <br />Mrs. Sammon was concerned about a possible further development of the area, but <br />such a proposal has not been submitted to the Council. Mr. Gareau said that perhaps <br />there was some confusion because Mr. Bower had recently appeared before Council <br />for an unrelated project in the Brookpark and Mastick Road area. <br />h•~av <br />4 <br /> <br />
