Council Minutes of 12/1/98 • Alex Rychlik, 27900 North Park Drive, asked how .the members of the Planning Commission and Architectural Review Board were chosen. Mayor Musial replied that they were appointed by hirn and confirmed by City Council. The members are volunteers. Mr. Rychlik is unhappy with those two boards. It is his feeling, based upon what he considers "cheap" buildings that are being built in the city, that they are not doing their job very well. He noted that on Lorain Road it is not unusual to see a nice brick building next to a pole barn building or a block building. Mr. Rychlik said that these "cheap" buildings reflect back on the city and lessen the tax dollars to the city. Mrs. Saringer noted that the city is regulated by building codes and residents who live in the area of new construction are given notice of the board and commission meetings. After approval by the boards and commissions, the proposals are reviewed by Council's Building, Zoning and Development Committee. Mr. Gareau said that he believes the city would benefit by having a planning department as do the cities of Westlake and Strongsville. A planning expert would review projects and act as a go-between as the process moves along. The process used now does not provide for dialogue and communication. Mr. O'Grady said that Council is also concerned about the quality of buildings, and he thanked Mr. Rychlik for taking the time and interest in the city. LEGISLATION Resolution No. 98-124 introduced by Mr. O'Grady was given its third reading. A resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor. Mr. O'Grady moved for adoption; second by Mr. Limpert; motion passed unanimously. Resolution No. 98-124 adopted. Resolution No. 98-127 introduced by Mayor Musial was given its third reading. A resolution authorizing the Director of Public Safety to advertise for bids for the purchase of thermal imaging cameras for the Fire Department as detailed in the specifications on file and authorizing the Mayor to contract for the same, and declaring an emergency. Mr. Nashar moved for adoption; second by Mr. McKay; motion passed unanimously. Resolution No. 98-127 adopted. Ordinance No. 98-97 introduced by Mayor Musial was given its second reading. An ordinance accepting a storm and sanitary sewer easement located on property owned by Robert E. Gilchrist, Clara Mae Malloy and Delberta Strom, and designated as Permanent Parcel No. 237-21-007 on the Cuyahoga County Maps and Records, in connection with the Brookpark to Mastick Road storm sewer project, and declaring an emergency. Mr. McKay moved for suspension of the rule requiring three readings; second by Mr. Gareau; motion passed unanimously. Mr. McKay moved for adoption; second by Mr. Gareau; motion passed unanimously.
