Council Minutes of 12/1/98 <br />• Alex Rychlik, 27900 North Park Drive, asked how .the members of the Planning <br />Commission and Architectural Review Board were chosen. Mayor Musial replied <br />that they were appointed by hirn and confirmed by City Council. The members are <br />volunteers. Mr. Rychlik is unhappy with those two boards. It is his feeling, based <br />upon what he considers "cheap" buildings that are being built in the city, that they are <br />not doing their job very well. He noted that on Lorain Road it is not unusual to see a <br />nice brick building next to a pole barn building or a block building. Mr. Rychlik said <br />that these "cheap" buildings reflect back on the city and lessen the tax dollars to the <br />city. Mrs. Saringer noted that the city is regulated by building codes and residents <br />who live in the area of new construction are given notice of the board and <br />commission meetings. After approval by the boards and commissions, the proposals <br />are reviewed by Council's Building, Zoning and Development Committee. Mr. <br />Gareau said that he believes the city would benefit by having a planning department <br />as do the cities of Westlake and Strongsville. A planning expert would review <br />projects and act as a go-between as the process moves along. The process used now <br />does not provide for dialogue and communication. Mr. O'Grady said that Council is <br />also concerned about the quality of buildings, and he thanked Mr. Rychlik for taking <br />the time and interest in the city. <br />LEGISLATION <br />Resolution No. 98-124 introduced by Mr. O'Grady was given its third reading. A <br />resolution accepting the amounts and rates as determined by the Budget Commission and <br />authorizing the necessary tax levies and certifying them to the County Auditor. Mr. <br />O'Grady moved for adoption; second by Mr. Limpert; motion passed unanimously. <br />Resolution No. 98-124 adopted. <br />Resolution No. 98-127 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Safety to advertise for bids for the purchase <br />of thermal imaging cameras for the Fire Department as detailed in the specifications on <br />file and authorizing the Mayor to contract for the same, and declaring an emergency. Mr. <br />Nashar moved for adoption; second by Mr. McKay; motion passed unanimously. <br />Resolution No. 98-127 adopted. <br />Ordinance No. 98-97 introduced by Mayor Musial was given its second reading. An <br />ordinance accepting a storm and sanitary sewer easement located on property owned by <br />Robert E. Gilchrist, Clara Mae Malloy and Delberta Strom, and designated as Permanent <br />Parcel No. 237-21-007 on the Cuyahoga County Maps and Records, in connection with <br />the Brookpark to Mastick Road storm sewer project, and declaring an emergency. Mr. <br />McKay moved for suspension of the rule requiring three readings; second by Mr. Gareau; <br />motion passed unanimously.
