Present were committee
members McKay, Miller and Gareau; Council Members Nashar and Limpert; Service
Director Bohlmann; Mayor Musial; City Engineer Deichmann. Ordinance 98-116 is an
ordinance adopting a new and revised Codified Ordinance Section 1353.12 entitled
"Maintaining Grade Lines Established by the City." Engineer Deichmann explained that
this ordinance provides the city with greater oversight and enforcement on work affecting
drainage from any parcel of land by requiring, among other things, the submittal of an
engineering plan dealing with grading prior to construction for the purpose of
demonstrating what measures will be undertaken to stabilize exposed soil through
implementation of an appropriate ground cover plan. The ordinance seeks to maintain
the status of the soil during construction and to avoid further erosion into the sewer
system for the City of North Olmsted. After Mr. Deichmann's explanation, the
committee felt that this was acceptable legislation. The committee unanimously
recommended approval of Ordinance 98-116.
.~>
4
