Council Minutes of 10/20/98 <br />Mr. Nashar asked Finance Director Copfer if the city was able to take advantage of the <br />~,M <br />~~,, current low interest rates for our recent borrowing. Mrs. Copfer said that we have a <br />3.95% interest rate on those funds, which was very good at the time of borrowing. <br />Because the market is so volatile, you just have to go with your plan. Along with the <br />decrease in borrowing rates, the interest earning rates have gone down--so it is a double- <br />edged sword for everyone. <br />Mr. McKay asked whether there was a limit on the number of reserve balances in which <br />the city could participate. Finance Director Copfer said she believed there was a <br />maximum of three. <br />Mr. Nashar, Chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />Safety Committee met on October 14. Present were committee members Gareau, Miller, <br />Nashar; Mayor Musial; Councilmen McKay, Limpert and O'Grady; directors Jenkins and <br />Bohlmann; animal warden Kirt Ward; residents Mr. & Mrs. McKay. The following items <br />were discussed: <br />• Ordinance 98-112, an ordinance creating a new section of Chapter SOS.1S of Chapter <br />SOS of the General Offenses Code entitled "Animals & Fowl" in order to prohibit the <br />keeping and maintaining and feeding of wild animals within the City of North Olmsted. <br />The feeding of wild animals by the residents constitutes a serious health threat to the <br />safety in the community. It would be unlawful for a resident to intentionally feed any <br />of the following wild animals: raccoons, skunks, deer and wild domestic cats. Any <br />person found in violation will be charged with a minor misdemeanor for the first <br />offense and a misdemeanor of the fourth degree for the second offense. The <br />committee members recommended approval as amended. <br />• Ordinance 98-113, an ordinance creating new section of SOS.16 of Chapter SOS of the <br />General Offenses Code entitled "Animals & Fowl" in order to regulate the keeping and <br />maintaining of vicious and dangerous animals within the City of North Olmsted. This <br />piece of legislation pertains to any of the animals that kill or cause serious physical <br />harm to a person or domestic animal. The animal warden may declare that animal to <br />be dangerous and notify the owner. The animal warden may remove the animal from <br />the premises and place it in the kennel without the permission of the owner. Once the <br />animal warden receives a complaint, within three days he will attempt to determine if <br />the animal is vicious. If he determines the animal to be vicious, he may order that <br />animal destroyed at the expense of the owner. Once the owner has been notified, they <br />have five days to appeal the animal warden's citation to the Service Director. The <br />committee recommended approval as amended. <br />• Ordinance 98-114, an ordinance amending Section 351.03 of the Traffic Code entitled <br />"Prohibited Standing or Parking Places" in order to establish acity-wide ban against <br />parking on the fire hydrant side of the street and further to provide for posting the <br />signs at all entrances to the city. This ordinance will be cost effective and provide for <br />less clutter of signs throughout the city. Also, the prohibited parking on the fire <br />hydrant side of the street will prevent cars from weaving in and out between parked <br />cars on narrow streets and will allow oversized vehicles such as fire, rescue and <br />garbage trucks enough clearance.
