Council Minutes of 10/20/98 <br />Agency and the representatives assured the committee that such odors would not be a <br />problem. They also indicated that there would be no long-term vehicle storage on site. <br />The committee unanimously recommended approval of the proposal subject to the <br />recommendations of all the boards and commissions of the City of North Olmsted. <br />Mr. Gareau moved that Council approve subject to the recommendations of all the <br />boards and commissions. The motion was seconded by Mr. McKay and unanimously <br />approved. <br />• A proposal to amend the sign code to add regulations concerning the Great Northern <br />Properties strip center owned by Developers Diversified. Representing Developers <br />Diversified was Jay Jesensky. Building Commissioner Conway explained that under <br />the current sign code that was previously contemplated, the Great Northern <br />Development area would require special considerations as the size of signage given its <br />substantial setback from Brookpark Road. Commissioner Conway discussed with the <br />committee the fact that in some instances the buildings are set back 800 feet. The <br />proposal calls for afour-tier signage scheme consisting of signs for four categories of <br />tenants: major tenants, secondary tenants, intermediate tenants and small tenants. The <br />category and the classification will be based upon total square footage and a feature <br />storefront entry, architectural elements and structures. The current redevelopment of <br />Great Northern has been following the standard sign criteria that is used throughout <br />the City of North Olmsted despite the fact that there seems to be this exception in the <br />sign code. It was discussed by the committee that, even if we took these <br />recommendations in the form of legislation, it would be highly unlikely that such <br />legislation would be completed and become law before the completion of the <br />Developer's Diversified project at the Great Northern strip. After discussion, it was <br />agreed that the proposal would be sent to the Law Department for further <br />consideration and that the developer will continue to adhere to the general regulations <br />and requirements under the current sign code. They will basically proceed in the <br />fashion that they have been proceeding throughout the development of this project. <br />• Halleen Kia, 27730 Lorain Road. Representing Halleen were George Glavinos, Ken <br />Martin and Carl Halleen. Mr. Halleen and representatives from Halleen approached <br />the committee some time ago to discuss the potential rezoning of three parcels of <br />undeveloped land which front on Dewey Road. The rezoning would take these three <br />undeveloped parcels from residential use to a retail business general use. A fourth <br />parcel, which is presently occupied by a structure, is partially residential, partially <br />general business with the zoning line cutting through the middle of the building. This <br />was brought to the committee's attention and requested that this could perhaps be <br />rectified when the issue of rezoning the other three parcels is addressed. The <br />discussion continued concerning Halleen's redevelopment and that there would be, if <br />rezoned, the construction of a Halleen Kia dealership. The site is presently occupied <br />by Kia, and they would like to move out of what used to be the Peddler's Outlet store, <br />which has had several different tenants over the years, and construct their own <br />building. There are presently four structures on the parcels at issue. Only one would <br />be demolished under the proposal--the vacant building at the corner of Dewey and <br />Lorain Road.
