Council Minutes of 10/20/98 <br />,.~,, display areas around that. The committee expressed a desire to use this project as an <br />.:,.~. opportunity to rehabilitate that particular corner of Lorain Road in the Porter <br />neighborhood by considering the architectural design of the buildings and their <br />relationship to one another to create a uniformity among the buildings. This would <br />include potentially using uniform building materials, awnings, colors, landscaping, etc. <br />Some thought was even given to integrating the proposed building into the historic <br />nature of the area. The Halleen group agreed to take the committee's suggestions <br />under consideration. Council was interested in taking the matter to the residents on <br />Dewey Road to see if this rezoning would go forward--if they would be interested as <br />well in potentially rezoning their property in light of the fact that we would not want <br />to landlock them residential in an area that was going increasingly general business. <br />We will take that matter up with the residents. The issue of Halleen Kia was not a <br />formal proposal but was merely a discussion of potential project development in the <br />future. This will be brought back at a later date before the Building, Zoning and <br />Development Committee for further discussion. <br />Mr. Miller, Chairperson of the Transportation Committee, reported on a public <br />information meeting held to discuss runway expansion of Hopkins Airport. The meeting <br />lacked a key ingredient: the public, our citizens and good taxpayers and residents whose <br />home value and quality of life will be most significantly impacted. He discussed the lack <br />of notification of city officials and the media with Max Wolfe and Mark Perryman of <br />Landrum & Brown who were responsible for coordinating the presentation. They agreed <br />the lack of notification was a weakness in their approach and would consider this concern <br />for future presentations in other communities. However, the gentlemen indicated that the <br />number of attendees was not considered when evaluating the success or failure of such a <br />forum. Mr. Miller asked them to consider revisiting our city in the future after adequate <br />notification of city officials and local media. It should be noted that some homes in North <br />Olmsted will be within 4,000 feet of the proposed expanded runway at its southerly end. <br />While not under the flight path of airplanes, these homes are still very negatively impacted <br />by fumes, sound and vibrations. He believes that Councilman McKay is correct, and he <br />joins him in asking, that North Olmsted residents get the same consideration as Cleveland <br />residents when it comes to financial assistance in the form of noise abatement, tax <br />abatement and possible buy-outs where appropriate. Numerous homes in Cleveland <br />within the 4,000 foot distance have received such assistance. <br />Mr. McKay, who also attended the informational meeting, said he spoke with the project <br />manager about the lack of notification. He felt it appeared as if they wanted to go back to <br />Cleveland and say they heard no objections because nobody was there. That was denied. <br />As stated by Councilman Miller, he asked for financial consideration to residents for tax <br />abatement, insulation of homes, and the replacement of windows in the noise abatement <br />area. The answer to Mr. McKay's questions was: "We are making a study of it." Mr. <br />McKay informed the project manager that this was not an acceptable answer. It is his <br />belief that the suburbs, except for Brook Park because Cleveland wants the I-X Center, <br />are not going to be considered. Mr. McKay suggested that an airport on the lake be <br />~~ considered, but he was told that would be too expensive. <br />6 <br />
