Council Minutes of 10/20/98
Mayor Musial said he was concerned because no one is talking about the safety issue with
;„~;,~ regard to the airport expansion. It is like an accident waiting to happen. Also, more
flights means more fumes and residue falling on the homes. To his knowledge, there has
not been a study with regard to cancer risks. He noted that Congressman Kucinich was
holding a meeting to discuss the problem. The meeting will be held in Olmsted Falls on
October 21. Mr. McKay said he was also concerned about the safety issue and had
inquired about precautions. He was told that the only change in safety features would be
at the end of the runway because nobody else is affected. Mr. McKay said he finds that
hard to believe.
Mr. Limpert said the one thing he got out of the meeting was that the plans (at this time)
call for the major circling pattern to move further west rather than directly over North
Olmsted as it is basically now.
LEGISLATION
Ordinance No. 98-102 introduced by Mayor Musial was given its third reading. An
ordinance authorizing the Mayor to enter into an agreement with the Ohio Patrolmen's
Benevolent Association, which agreement is the collective bargaining agreement between
the city and the North Olmsted Emergency Central Dispatchers, and declaring an
emergency. Mr. O'Grady moved for adoption; second by Mr. McKay; motion passed
unanimously. Ordinance No. 98-102 adopted.
Resolution No. 98-104 introduced by the Mayor and entire Council was given its third
reading. A resolution supporting Governor Voinovich's campaign to oppose mandatory
participation of state and local government employees in the Social Security system. Mr.
McKay moved for adoption; second by Mr. Nashar; motion passed unanimously.
Resolution No. 98-104 adopted.
Resolution No. 98-106 introduced by Mayor Musial was given its second reading. A
resolution authorizing the Director of Public Service to advertise for bids for
improvements in Brookpark Road (Phase 2) from Great Northern Boulevard to the
easterly corporation line as detailed in the plans and specifications on file and authorizing
the Mayor to contract for the same, and declaring an emergency.
Ordinance No. 98-112 introduced by Mayor Musial was given its second reading. An
ordinance creating new Section 505.15 of Chapter 505 of the General Offenses Code
entitled "Animals & Fowl," in order to prohibit the keeping, maintaining and feeding of
wild animals within the City of North Olmsted, and declaring an emergency as amended.
Ordinance No. 98-113 introduced by Mayor Musial was given its second reading. An
ordinance creating new Section 505.16 of Chapter 505 of the General Offenses Code
entitled "Animals & Fowl," in order to regulate the keeping and maintaining of vicious and
dangerous animals within the City of North Olmsted, and declaring an emergency, as
amended.
7
,~a.~~.,.,. ..,:,~ ~,... _. ,.,,..,
