Council Minutes of 9/15/98 <br />individuals making the proposal that, if the Metroparks does not agree to the arrangement <br />~.,. <br />:~;,r for above-ground retention, then only underground retention will be put into effect. Mr. <br />Gareau moved that Council approve subject to all of the above requirements and the <br />recommendations of the BZD Committee; the motion was seconded by Mr. Miller and <br />unanimously approved. <br />c. Mill Road right-of--way addition. The proposal is to accept for dedication strips of land <br />adjacent to the existing Mill Road right-of--way and to increase the total width which <br />extends both onto Dover Center Road and Porter Road intersections. Also included in the <br />matter was the vacation of a small strip of land existing on the Mill Road right-of--way <br />which is no longer required due to the roadway realignment. After explanation by Mr. <br />Deichmann, the committee unanimously recommended acceptance. Mr. Gareau moved <br />that Council accept the above proposal; the motion was seconded by Mr. McKay. (The <br />Law Director was asked for clarification as to whether this should be handled through <br />legislation. After discussion between the Law Director and Service Director, the Law <br />Director said it would do no harm for Council to approve by motion. However, if the <br />Engineering Department has not prepared and formally recorded a plat indicating the <br />newly acquired property is now dedicated as part of the right-of--way, then legislation will <br />also be required.) The motion was passed unanimously. <br />d. Ordinance No. 97-36, an ordinance creating a new and revised section 1163.12 of the <br />Zoning Code of the City of North Olmsted in order to permit businesses to be identified <br />on permanent pylon and ground identification signs in business areas containing more than <br />one building and business buildings containing more than one business unit as amended. <br />This ordinance is an amendment from the original ordinance dealing with the multiple <br />identification of business tenants on ground identification signs. The reasons in support of <br />the amendment were discussed in caucus at the September 2 meeting and is set forth in the <br />Whereas clause of the ordinance. Limited discussion was had following explanation by <br />Chairperson Gareau as to the changes implemented. There was no audience participation <br />at the committee meeting. The committee unanimously recommended approval of <br />Ordinance 98-36. <br />e. Wellington Place, a proposal calling for the construction of assisted living units in this <br />first phase development. Wellington Place was represented by Mr. Bower, Mr. O'Neill <br />and Mr. McGettrick. The proposal calls for athree-story structure of 63 assisted living <br />units, which will be both single and double units. The first floor includes a dining room, <br />large living room and commercial kitchen. The second floor includes an activity room to <br />be used mainly for arts, crafts and various planned activities. The third floor includes a <br />large community room for choir, theater, and other performances. There will also be a gift <br />shop on the first floor and abeauty/barber shop on the second floor. Above-ground <br />retention is contemplated in the form of an above-ground pond with aeration and fencing <br />not unlike that previously discussed for Castle Pines. All poles and lighting have been <br />represented as residential in nature. Building materials to be deployed in this project are <br />sandstone type and a masonry unit with a mixture of vinyl siding near the top of the <br />structure. The colors are earth tone in nature. Input was had by residents Mr. Troibner, <br />Mr. Nicola and Miss Reale. The committee discussed the merits of the project. The <br />committee unanimously recommended approval subject to the requirements of the boards <br />` and commissions and further subject to the requirement that complete plans and <br />5 <br />
