Council Minutes of 9/15/98 <br />issue was that discontent had broken out at the last meeting with the president's remarks <br />that someone had run over the two minutes allotted to a Councilperson to explain a vote. <br />After considerable discussion, the committee unanimously decided to recommend that <br />Rule 21 be amended to allow four minutes for a vote explanation. Mr. Limpert moved <br />that Council Rule 21 be amended to allow four minutes for the explanation of a vote. The <br />motion was seconded by Mr. Nashar and unanimously approved. <br />Mr, Gareau, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on September 14. In attendance were committee members Gareau, <br />McKay, Miller; Councilmembers Nashar, Kasler and O'Grady; Council President Saringer; <br />City Engineer Deichmann; Assistant Building Commissioner Rymarczyk; representatives <br />from each of the scheduled proposals; residents Mr. Troibner and Mr. Nicola. The agenda <br />items were as follows: <br />a. Sportsman's Barber Shop, located at 30650 Lorain Road. Representing the proposal <br />were Mr. Craig Dixon and Joe Sportsman. The proposal consists of renovating the <br />existing garage to be used as a barber shop. The existing garage is a 20 foot by 20 foot <br />block building structure. The proposal calls for a resurfacing of the northwest and east <br />walls with a dryvit system and in addition placing new shingles upon the roof. The south <br />wall, which is the wall that will be facing Lorain Road, will be heavily windowed and will <br />be accentuated with flower boxes and sconce-type lighting and fixtures to that effect. <br />After discussion, the committee unanimously recommended approval subject to all the <br />recommendations of the boards and commissions and further subject to the requirement <br />that the south wall, or the wall in the front of the building which faces Lorain Road, be <br />constructed of a brick or a brick veneer in all areas where the China White dryvit was <br />originally proposed. Mr. Gareau moved that Council approve subject to all of the above <br />requirements and the recommendations of the BZD committee; the motion was seconded <br />by Mr. McKay and unanimously passed. <br />b. Castle Pines, 30338 and 30374 Lorain Road. Representing the proposal were Mr. <br />Coury and Mr. Stan Kazmar. The proposal consists of the construction of a senior citizen <br />complex with 150 apartments, 50 assisted living units and 50 skilled nursing facility units. <br />The project will cover two lots and will include a small pond to the north of the property, <br />with the pond being conditional upon the approval of the Metroparks. If approved, the <br />pond will be aerated and will be fenced with decorative fencing. The building will be ail <br />masonry construction and will be approximately five stories in height. The proposal was <br />originally approved by Council on June 6, 1995. The following changes were noted in this <br />proposal of 1998: eight new beds would be added to the nursing home; the size of the <br />building would be increased slightly with angular ends versus the original building setback; <br />side yard landscape buffering was maintained at ten feet; an added pad for an electrical and <br />cooling tower; the front entrances were moved slightly to the side of the building. After <br />discussion, the committee unanimously recommended approval subject to the <br />recommendations of the boards and commissions and subject further to the requirement <br />that the approval of the Metroparks for the above-ground retention be submitted to the <br />Engineering Department and further subject to the requirement that the above-ground <br />retention be both aerated and fenced in with decorative fencing.
