Council Minutes of 9/15/98 <br />on Windy Hollow regarding the softball field located behind his home at Barton-Bradley <br />:.~: <br />..,tea, fields. Mr. Healy's concerns were that play has increased significantly at this field, <br />particularly by unsupervised young adult teams, and disruptive behavior, noise and <br />sometimes vulgar language have been clearly heard inside homes because this field is <br />actually on the very boundary line of the residents' property. Participants and spectators <br />frequently pass through Mr. Healy's property when parking on Windy Hollow. Mr. Healy <br />has often come home to find cars driving through his property and, at least on one <br />occasion, parked on his property. Also, the backstop is in need of repair. The commission <br />discussed the possible alternatives. Members of the soccer organization were present to <br />request that the softball field not be relocated to another area of Barton-Bradley Park <br />because they not only lose another full soccer field where we would relocate, but also the <br />place where the basebalUsoftball field is right now is too narrow to create into a full <br />soccer field so they would actually lose an entire field. It was the consensus of the <br />commission that we do not want to solve one problem and thereby create another and <br />relocating at Barton-Bradley at this point is not an option. Other alternative suggestions <br />were to relocate to Chestnut School or possibly to the north end of North Olmsted Park. <br />Mrs. Kasler suggested that Chestnut School, although possibly a little more costly due to <br />possible increase in excavation, might be the least intrusive since we already put an <br />additional field in North Olmsted Park very recently. Inevitably, the discussion boiled <br />down to cost. The administration is going to be looking at capital improvements and the <br />cost of putting these fields in and putting this field in perspective with other capital <br />improvements. It will remain where it is right now until we can make some decision on <br />how the capital improvement money will be best spent. Mr. Healy was present later in the <br />meeting and was happy with the commission's approach and the immediate resolution and <br />the fact that we will be looking at it in the near future. <br />2) With regard to programming, Todd Morgan reported that our volleyball courts at <br />North Olmsted Park are very highly rated and highly utilized. The rink renovation <br />provided a timely opening to skaters. Lighting has been enhanced by that renovation and <br />will hopefully be further enhanced. A punch list is being created to address a few concerns <br />that relate to the replacement of the roof. The HVAC system is being pursued at this <br />time with no anticipated impact on programming. <br />3) It is anticipated that the indoor pool will open one week late due to a necessary <br />sandblasting and painting project. The opening is projected for September 21. If weather <br />does not permit usage of the outdoor pool, some arrangements will be made to supply <br />either a coupon or a refund to residents involved in swimming programs. <br />4) The commission will be meeting in the near future for site visits in an effort to <br />contribute to the administration's request for afive-year strategic plan for the city's park <br />and recreation facilities. <br />5) Due to the inability of chairperson Claire Hayes to be present at Wednesday meetings, <br />the commission agreed to change the meetings to the second Monday of each month. <br />Mr. Limpert, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on September 15 to discuss Rule of <br />Council No. 21. Currently Council is governed by 64 self-imposed rules that can be <br />changed at any time with a majority vote of Council.
