Council Minutes of 9/15/98 <br />Mrs. Saringer announced that a public hearing regarding Resolution No. 98-101, the tax <br />utF budget, will be held at 7 p.m. on Wednesday, September 23. A special Council meeting <br />will be held at 7 p.m. on Thursday, September 24, for adoption of the resolution. <br />Law Director Gareau: 1) He is awaiting an answer from the lawyer for Mr. Prest <br />concerning the proposed settlement. <br />2) The city has received a lawsuit filed by a resident who tripped and fell over a wire while <br />walking on Dover Center Road. The wire had been placed there by a contractor. The <br />complaint has been turned over to insurance counsel. <br />3) The Law Department has been working on obtaining easements along Mastick Road <br />from the area crossing Brookpark Road to improve storm sewers. <br />4) We have been contacted by insurance counsel concerning the defense of the case <br />regarding the gentleman who committed suicide while in our jail. <br />5) A tentative agreement has been reached with both AFSCME unions. <br />Finance Director Copfer: 1) The annual information filing statement is completed and the <br />preliminary official statement, which also includes this annual information filing and was <br />necessary to issue the various purpose improvement notes, was printed and mailed to <br />potential investors last Tuesday. The notes were priced and sold today with a 3.95% <br />interest rate. In total, there was $2,675,000 of this improvement note issuance of which <br />$400,000 were reissuances of notes from previous years and $312,000 was for the <br />Recreation Center roof and HVAC project. Therefore, today she signed all the contracts, <br />which Mayor Musial mentioned were delivered to the contractors. <br />2) The draft of the proposed 1999 county budget, which is used for the purpose of setting <br />taxing rates, is available for viewing in her office and the Clerk of Council's office during <br />regular business hours. The public hearing is Wednesday, September 23, at 7 p.m. <br />3) An appropriation transfer ordinance will be introduced tonight. <br />Mr. Nashar, Chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met on September 8. Present were committee members Miller, Gareau and <br />Nashar; all of Council; directors Jenkins and Bohlmann; Dave Butler, from the sign <br />department; Mayor Musial. The purpose of the meeting was to discuss a proposal for no <br />parking on city streets throughout the city. The proposed sign to be posted at all <br />entrances to the city will read, "No parking on any city street from 2 a.m. to 6 a.m. or fire <br />hydrant side of the street or when snow exceeds two inches." This will become effective <br />in January of 1999, with a 30 day warning period. This city-wide parking regulation will <br />hopefully prevent cars from weaving in and out between parked cars, prevent single lane <br />traffic down the middle of the street and provide room for safety vehicles to travel on <br />narrow streets. Also, placing signs at the entrances to the city will be cost effective and <br />eliminate the clutter of having signs throughout the city. The legislation will be sponsored <br />by the Mayor and entire Council <br />Mrs. Kasler, Chairperson of the Recreation Committee: 1) Attended the monthly meeting <br />of the Recreation Commission held on September 9. The commission discussed a concern <br />which had been presented to Council at an earlier meeting this month by Mr. Tom Healy <br />2 <br />
