If Council members believe there is merit to this plan, they should <br />base their votes on the merit and not on some alleged technicality that there was not <br />proper notice when in fact the person who brings the complaint attended numerous <br />meetings and voiced his objections and opinions all through the hearing process. <br />Councilman Gareau, noting that the contingency of the Law Director's ruling on the form <br />of the meetings was satisfied, moved that Council approve subject to the <br />recommendations of the boards and commissions and further subject to the requirement <br />that complete plans and calculations as to retention will be submitted to the Engineering <br />Department upon availability and that the project will comply with the standard <br />requirements of engineering and the Engineering Department and that documentation will <br />be submitted as to the approval of the Army Corps of Engineers as to the wetlands issue. <br />The motion was seconded by Mr. Miller who added to the report that this proposal was <br />Phase 1 and there were no specifics presented about any other future phases. The motion <br />passed unanimously. <br />2) Councilman Gareau noted that a proposal submitted some time ago which called for <br />the construction of surgical suites to the existing medical building at the corner of <br />Columbia and Lorain roads has been tabled indefinitely. There were a number of residents <br />concerned about the proposal, specifically regarding increased traffic and <br />drainage/flooding issues. <br />Mrs. Saringer requested that the Building Department be asked to review the progress of <br />the Goodwill building project at Clague and Lorain roads. <br />LEGISLATION <br />Ordinance No. 98-36 introduced by Mr. McKay was given its third reading. An ordinance <br />creating new and revised Section 1163.12 of the Zoning Code of the City of North <br />Olmsted, in order to permit businesses to be identified on permanent pylon and ground <br />identification signs in business areas containing more than one building, and business <br />buildings containing more than one business unit, as amended. Mr. McKay moved for <br />adoption; second by Mr. Gareau; motion passed unanimously. Ordinance No. 98-36 <br />adopted. <br />Ordinance No. 98-90 introduced by Mr. Nashar was given its third reading. An ordinance <br />amending the Traffic Control File of the City of North Olmsted by providing for the <br />removal of a yield sign and the installation of a stop sign on Westlawn Drive where the <br />same intersects with Maplehurst Drive, thereby regulating westbound traffic on Westlawn <br />Drive, and declaring an emergency.
