Counci! Minutes of 9/1/98 <br />call continued: McKay, yes. The motion passed with five affirmative votes and two <br />negative votes. Resolution No. 98-82 adopted. Mrs. Saringer reminded Council that the <br />Rules of Council limit an explanation of a vote to two minutes per person. <br />Resolution No. 98-83 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for replacement <br />of carpeting in various offices at City Hall in the City of North Olmsted as detailed in the <br />specifications file and authorizing the Mayor to contract for the same, and declaring an <br />emergency. Mr. O'Grady moved for adoption; second by Mr. Limpert; motion passed <br />unanimously. Resolution No. 98-83 adopted. <br />Ordinance No. 98-85 introduced by Mayor Musial was given its third reading. An <br />ordinance creating new and revised Chapter 1901 of the Codified Ordinances of the City <br />of North Olmsted, Ohio entitled "Fair Housing Code" providing for a Fair Housing Policy <br />consistent with the goals of 42 U.S.C. § 1981 (Civil Rights Act) and 42 U.S.C. § 3601 <br />(Fair Housing Act) and Ohio Rev. Code Ann. § 4112.01 (H) (Fair Housing Act) <br />prohibiting discrimination in all aspects of the sale, rental, and occupancy of dwellings in <br />the City of North Olmsted on the basis of race, color, religion, sex, ancestry, familial <br />status, age, sexual orientation, national origin, or handicap; and declaring an emergency. <br />Mr. Limpert moved for adoption; second by Mr. Nashar; motion passed unanimously. <br />Ordinance No. 98-85 adopted. <br />Ordinance No. 98-88 introduced by Mr. O'Grady was given its third reading. An <br />ordinance creating new and revised Section 949.03 and 949.04 of Chapter 949 of the <br />Codified Ordinances, entitled "Trees and Weeds," in order to more clearly identify the <br />obligations of property owners to maintain their lawns, trees and shrubbery in a trimmed <br />condition, and to control the growth of noxious and poisonous weeds, and vines, in the <br />city, and declaring an emergency, as amended. Mr. O'Grady moved for adoption; second <br />by Mr. McKay. Roll call: O'Grady, yes; McKay, yes; Nashar, yes, and commented that <br />he felt this should have been placed into the home maintenance code rather than creating a <br />new and revised section of this chapter. Roll call continued: Miller, yes; Limpert yes and <br />commented that, although Ordinance 98-88 is not perfect, it does address some very real <br />problems in the city. This ordinance will be complaint driven and does offer an appeal <br />process which is not currently available. He believes it is the best we can do at this time. <br />Roll call continued: Kasler, yes; Gareau, yes. Ordinance No. 98-88 adopted. <br />Ordinance No. 98-89 introduced by Mr. McKay was given its third reading.
