Council Minutes of 9/1/98 <br />would be, at a minimum, approximately $39,000. The committee unanimously <br />~,. recommended approval of Ordinance 98-91 and recommended suspension of the rules. <br />b. Ordinance 98-93, which amends Ordinance 98-16 dealing with city appropriations. <br />This legislation will allow the use of funds which are available within the Police <br />Department budget but not yet allocated. The committee recommended approval. <br />c. Ordinance 98-95, which authorizes payment of $3,625 to Novak Concrete for water <br />line opening work in the city. Only one of two requisitions for Novak were initially <br />approved because Novak had exceeded the $10,000 limit that had been placed upon them. <br />However, later it was learned that the Service Department had indeed requested the <br />additional work. The committee has unanimously recommended approval and suspension <br />of the rules. <br />d. An additional appropriation for the Law Department needed in light of claims against <br />the city by the Chamber of Commerce. The Finance Director has stated that $132,000 is <br />available due to the worker's compensation rebate and that $25,000 as requested by the <br />Law Director can be moved to the Other Legal line item of the Law Director to cover his <br />expenses. <br />e. An additional meeting of the Finance Committee was scheduled for 7:15 p.m. on <br />September 1 to discuss the need for a computer upgrade in the Clerk of Council's office. <br />2) A meeting was held today, September 1, at 7:15 p.m. Present were all members of <br />Council, the directors of Finance, Service and Safety. The needed upgrade for the Clerk <br />of Council's office was discussed by Council. The upgrade will allow the Clerk to deal <br />directly with the Law Department. The committee and members of Council present <br />recommended approval. Mr. O'Grady moved that Council approve moving approximately <br />$1,900 from the Recodification Line item in City Council's budget to the Equipment line <br />item in the budget. The motion was seconded by Mr. Limpert and unanimously approved. <br />The computer upgrade includes a 17 inch monitor and both the software and the hardware <br />of the new system are year 2000 compliant. During the committee meeting, the status of <br />the city's computers being year 2000 compliant was discussed. The Finance Department <br />computer, the AS400 IBM, is now hardware compliant with regard to year 2000 and will <br />soon be software compliant. The phone system at Police and Fire 91 I dispatch, North <br />Olmsted Police Department phones and City Hall phones, are aII year 2000 compliant. <br />The phone systems at the Rec Center and the North Olmsted Fire Department are not yet <br />compliant; however, in no way will anything that happens in the year 2000 affect the <br />functioning of the phones. What may happen is the phones may display the incorrect day <br />of the week. That is the limit of the danger to those phone systems. <br />Finance Director Copfer clarified the source of the increased funds for the Law <br />Department line item. The entire worker's camp 1998 budget for the General Fund was <br />appropriated at $132,000. Although the city received a $432,000 rebate for previous <br />years, that will not be the source of the transfer. The 1998 worker's comp filing included <br />a current year credit for all filers which allowed us to have excess funds appropriated in <br />that tine item. And that is where the transfer is being made from. <br /> <br />4 <br /> <br />
